The JobThe Human Resources Department is accepting applications for
Human Capital Management (HCM) Business Systems Analysts I (BSA I) - Extra Help. This role will focus on supporting the HR leadership team on the County's HCM modernization initiative and resulting special projects. Incumbents will consult with and advise leadership on specific HCM related problems, policy formulation, program planning, and technical development.
Fundamental responsibilities include, but are not limited to, the following:
- Serve as a liaison for County’s Human Capital Management (HCM) modernization initiative, coordinating stakeholders, consultants, and project activities.
- Gather, analyze, and document business and functional requirements; develop specifications, forms, templates, and business rules for system implementations.
- Lead high-priority projects, conducting complex analyses, implementing process improvements, and delivering change management strategies.
- Review and approve prototypes, design specifications, and acceptance criteria; assist with testing, implementation planning, and quality assurance.
- Act as subject matter expert between departments, IT providers, and vendors; resolve system interface issues and ensure compliance with security protocols.
- Develop cost estimates, cost/benefit analyses, and project justifications; prepare funding requests and support strategic decision-making.
- Test applications and systems, troubleshoot issues, and implement solutions; write system documentation and deliver end-user training.
- Evaluate and recommend software and IT solutions.
- Prepare and deliver presentations to staff, technical teams, and leadership; communicate project updates and strategic recommendations.

Extra-help positions are in the Unclassified Service which serve at the discretion of the appointing authority and do not attain regular status. These positions participate in the County's Part-time Seasonal Temporary (PST) Deferred Compensation Plan and do not earn any other benefits.
CONDITIONS OF EMPLOYMENT Pre-Employment Process: Applicants must successfully pass a background check and a job-related physical exam prior to employment.
Positions: These are
extra-help , unclassified positions and shall be considered at-will. Positions are typically scheduled for 40 hours per week, with possible overtime hours, as well. These extra-help positions may last up to two (2) years and long-term employment opportunities may become available following these assignments based on department needs.
Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.
Sponsorship: San Bernardino County is unable to consider candidates that required Visa sponsorship at this time or in the future. Candidates must be able to present their legal right to work in the United States.
Minimum RequirementsCandidates must meet BOTH the Experience requirement and Education requirement to qualify. EXPERIENCE REQUIREMENT: One (1) year full-time equivalent experience performing IT business systems analysis or information systems analysis, which may include requirements gathering, end user acceptance testing, process mapping, workflow diagramming, documenting business rules, feasibility studies, and cost/benefit analysis.
EDUCATION REQUIREMENT: Thirty (30) semester (45 quarter) units of college coursework from an accredited college or university in information technology, business administration or a closely related field. A list of coursework must be attached, unless you have a Bachelor's degree or higher in a qualifying field.
EDUCATION SUBSTITUTION: One (1) year of additional qualifying experience may substitute for thirty (30) semester (45 quarter) units of education.
