THE AGENCY

The General Services Agency (GSA) is comprised of Fleet Services, Facilities, Procurement, Special Services, Parks, Security, and Business Support and is responsible for a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.

THE POSITION

Under general supervision, administers custodial and other facilities maintenance contracts for County owned and leased facilities and provides administrative support to departmental management. Works primarily in an office environment but may be required to visit various departments/agencies on a regular basis and meet offsite with business/community leaders, the public, and outside contractors.

The ideal candidate will possess strong organizational and communication skills. The successful candidate will work effectively in a team setting.

EDUCATIONAL INCENTIVE: Incumbent may be eligible for an educational incentive of 2.5%, 3.5%, or 5.0% based on completion of Associate's, Bachelor's, or Master's degree that is not required for the classification.

AGENCY/DEPARTMENT: General Services Agency, Facilities and Materials Department

Administrative Assistant I is represented by the Service Employees International Union, and is eligible for overtime compensation.

NOTE: This classification is within a bargaining unit that is subject to an agency shop arrangement which mandates all Regular employees either join Local 721 of SEIU and pay dues as a member OR either pay a service fee to Local 721 or direct that an amount equivalent to the service fee be distributed to a qualified charitable organization.

Examples Of Duties

Duties may include but are not limited to the following:

• Administers custodial and facilities maintenance contracts, including monitoring payments to vendors and client billings.

• Collects data and keeps records regarding a variety of Housekeeping and Grounds activities.

• Analyzes and prepares budgets and supporting documentation.

• Inspects sites throughout the County and prepares written inspection reports.

• Monitors and may supervise the work of subordinates or coordinate the work of others assigned to perform general administrative tasks.

• Performs a variety of staff projects and assignments in direct assistance to departmental management staff.

• Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

Some education and/or experience which would provide the required knowledge, skills and abilities (KSAs). For example, possession of the requisite KSAs could typically be demonstrated by possession of an Associate Degree in a related field and/or one (1) to two (2) years of related experience. Additional related experience can be substituted for the education on a year for year basis. Depending on assignment, supervisory experience may be highly desirable.

NECESSARY SPECIAL REQUIREMENT:

- Must possess at time of hire, and thereafter maintain, a valid California Driver License.
- Must be able to work a shift that begins at 6:00am.

KNOWLEDGE, SKILLS AND ABILITIES

Working knowledge of: principles and techniques of administrative and fiscal analysis, organization and staffing, public relations, and contract development and monitoring.

Working ability to: prepare a variety of reports and recommendations, communicate orally and in writing, establish and maintain effective working relationships with co-workers, the general public and outside contractors.

ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

ELIGIBLE LIST:

Candidates successfully completing the oral examination may be placed on an eligible list for a period of one (1) year.

The eligible list established from this recruitment may be used to fill current and future regular (including Temporary and Fixed Term), Intermittent, and Extra Help vacancies. There is currently one (1) Regular vacancy in the General Services Agency.

NOTE: If there are three (3) or fewer qualified applicants, an examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
