The Superior Court of California, County of San Mateo, is seeking bright, collaborative, energetic, detail-oriented and highly skilled candidates for the position of Collaborative Courts Program Manager.

The Collaborative Courts Program Manager supports the innovative efforts of the collaborative courts, also known as problem-solving courts. Collaborative courts combine judicial supervision with rehabilitation services that are rigorously monitored, and which focus on recovery to reduce recidivism and improve offender outcomes. The collaborative courts include, but are not limited to, Pathways Mental Health Court, Bridges Treatment Court, Drug Court/Proposition 36 Court, Veterans Court, 1370 Court, CARE Court, and Restitution Court.

The Collaborative Courts Program Manager (Program Manager) is responsible for coordinating the activities, policy, program support, and successful operation of the Superior Court of California, County of San Mateo's collaborative courts. The Program Manager is also responsible for working with judicial officers, court staff, and staff of county justice agencies to ensure the successful operation of the collaborative courts to which they are assigned. In addition, the Program Manager will provide supervision and mentorship for Management Analyst I and other staff working in the collaborative courts program.

The classification for the Collaborative Courts Program Manager is Management Analyst II.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Lead the development and implementation of San Mateo's Collaborative Courts Program, including policies, procedures, and referral processes.
• Oversee the workflow and performance of and provide supervision, mentorship, and support to the collaborate courts staff.
• Work with the collaborative courts judges and support their leadership role by coordinating collaborative court program activities.
• Provide judicial officers with administrative and technical support to increase operational functioning of each of the collaborative court programs
• Use professional judgment by working independently when necessary and advising collaborative court judges when appropriate.
• Work with court management, staff, and justice partners to calendar and coordinate court case referrals to the appropriate collaborative court.
• Coordinate with judicial officers, attorneys, probation personnel, treatment providers, and community-based agencies to create and sustain effective multidisciplinary teams.
• Develop and maintain program data and coordinate program documentation, data collection, and data flow processes.
• Prepare periodic data reports on assigned programs and provide Judicial Council of California and granting agencies with quarterly progress reports as requested.
• Develop and update San Mateo's Collaborative Court Program informational materials.
• Develop and maintain content for collaborative court SharePoint site and the court's web site.
• Identify national and state collaborative court judicial education programs for use by judicial officers and collaborative justice partners.
• Research trends in collaborative court programs and treatment and disseminate information and provide updates to judiciary and program partners.
• Seek funding to sustain assigned programs and coordinate with Court Finance to apply for funding.
• Implement program changes pursuant to new legislation or at the behest of the multidisciplinary team or judge.
• Analyze data to understand program trends and to support policy changes.
• Coordinate the court's forensic evaluation process, including generating court orders, receiving reports, filing them to the Court's case management system, and disseminating them to counsel.
• Attend and support community outreach events in collaboration with justice partners.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education:

• A baccalaureate degree in criminal justice, social sciences, communications, economics, business administration, public administration, and/or course work in closely related field.

Experience:

• Three years of progressively responsible professional work experience to include project or program case management in the fields of addictions, human/family services, health services, or public safety.
• Two years of experience related to collaborative justice programs is preferred.
• Staff management experience is strongly preferred.

Knowledge of:

• Collaborative Justice programs, such as drug diversion programs, alcohol or substance abuse treatment programs, and behavioral health alternatives.
• Project coordination and program management.
• Principles and practices of staff supervision.
• Program evaluation methodologies.
• Research and information gathering techniques.
• Statistical methods and data analysis, including Intermediate Excel.
• Grant-funded programs in a government agency.
• Principles and practices of organizational analysis and planning.

Skills/Ability to:

• Manage special projects and programs.
• Work effectively in a team environment.
• Effectively train, monitor, and evaluate program personnel.
• Work effectively with the Court's collaborative justice partners.
• Advise judicial officers on a variety of related issues with confidence and reliability.
• Organize and present ideas and recommendations both orally and in writing.
• Learn and apply the Federal, State, and local regulations and guidelines related to assigned duties.
• Gather, organize, and assess large amounts of data and determine appropriate data for extraction and analysis.
• Write comprehensive and compelling reports, in a timely manner.
• Operate a computer and use appropriate software in the performance of analytical work.
• Effectively represent the Superior Court of California, County of San Mateo, with justice partners, the public, other Court staff, and other government agencies as a knowledgeable and competent resource.
• Establish and maintain cooperative working relationships.
• Perform the full range of assigned duties under minimal supervision.
• Maintain confidentiality of information.
• Exercise discretion and independent judgment.
