San Mateo County Health is seeking a well-qualified individual for the position of Clinical Services Manager II - Nursing-Correctional Health Services to plan, coordinate and implement comprehensive in-patient nursing services, including acute, rehabilitation and emergency psychiatric care, or to administer and coordinate comprehensive specialized nursing programs, including ambulatory care, public health nursing and quality assurance; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to these functions; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs; and provide highly complex staff support to senior level management on nursing services and programs.

The current vacancy is in the Correctional Health Services Division at the Maguire Correctional Facility located in Redwood City.

The ideal candidate will have Correctional Nursing experience; management experience in a correctional health setting; worked collaboratively with Public Health, Behavioral Health and Recovery Services, Sheriff's Office and Probation departments; conducted budget preparation and monitoring; and effective written and verbal communication skills; lead efforts and plan for licensing and accreditation requirements and actively participate in quality improvement and quality assurance efforts. Actively developing your reports through coaching methods and Lean management and scientific problem solving.

Examples Of Duties
Duties may include, but are not limited to, the following:

• Plan, direct, monitor and evaluate the effectiveness of comprehensive nursing services, programs and clinical systems.
• Direct, coordinate, and participate in the development and implementation of goals, objectives, policies, procedures and priorities that balance community health care needs with all applicable standards for accreditation, quality assurance and safe patient care.
• Act as liaison between senior level management, advisory boards and commissions, regulatory bodies and nursing staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.
• Maintain an effective working relationship with a variety of public and private organizations, including other medical and clinical staff, Health Services Program Managers, County departments and agencies.
• Consult with other clinical, medical and management staff on relevant service delivery or program issues; develop alternative strategies for dealing with community nursing needs and assist in the implementation of solutions as necessary.
• Conduct or participate in negotiating contracts with outside vendors, consultants or organizations; monitor and evaluate fiscal and legal liability of same.
• Act as advocate and spokesperson in the community in support of nursing programs and services; interpret, explain, and direct the enforcement of community health-related standards, codes and regulations.
• Prepare, administer and monitor the nursing program budget to ensure the accomplishment of program and service objectives within budget restrictions.
• Provide highly complex staff assistance to senior level management and related commissions and advisory boards on program issues.
• Prepare detailed written reports, policies, procedures and contracts.
• Select, supervise, train and evaluate managerial, professional, technical and clerical subordinates.
• Perform related duties as assigned.

Qualifications
Security Clearance : This position requires that the applicant successfully complete a pre-employment background investigation and obtain/maintain a security clearance as a condition of employment.

Licensure/Certification : Current California license as a Registered Nurse (R.N.).

Education and Experience : Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Three years of increasingly responsible nursing experience in an accredited hospital or clinic, including at least two years of significant administrative responsibility for one or more of the following: program and budget development, funding, utilization, coordination of community resources or program evaluation.

Knowledge of :

• Nurse Practice Act.
• Principles and practices of nursing and clinical systems, including safety, infection control practices, and current trends in research, treatment, prevention, education and related services.
• Principles and practices of public administration and program management, including planning, implementation, evaluation and reporting.
• Laws, codes and regulations governing nursing care and knowledge of County, state and federal legislative developments applicable to contemporary nursing and patient care issues.
• Organizational, personnel and fiscal management within a multi-faceted, community-based nursing program setting.
• Community resources, public/private services and funding sources, as applicable.

Skill/Ability to :

• Identify and analyze complex nursing and patient care issues and problems.
• Plan, organize, and coordinate programs and services on a comprehensive, county-wide level that meet community needs for quality patient care and that conform with all prescribed standards.
• Integrate a variety of activities and services to achieve program goals, objectives, and priorities.
• Apply principles and techniques of community organization, as appropriate.
• Speak effectively to diverse audiences, including clinical, professional, civic and citizen groups.
• Maintain cooperative working relationships with medical care providers, program managers and staff, other agencies and the community; enlist and mobilize community support for programs.
• Prepare complex and detailed written reports, program policies, procedures and contracts.
• Train staff and coordinate activities of contractors, volunteer groups and staff.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination will consist of an interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position based solely on the information provided in the application materials. Because of this screening process, all applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination .
