This is mid-level supervisory or specialized professional work in planning and policy development for the Missouri Department of Public Safety. This position is responsible for the accurate and timely accounting, monitoring, and disbursement of millions of dollars in federal and state funds. This position is responsible for supervising, evaluating performance, training, mentoring, and assigning projects to assigned staff members. This position prepares and delivers reports and briefings on complex federal assistance programs and conducts presentations in front of large groups. The candidate for this position will have extensive knowledge of Federal and State regulations, statutes, laws, and policies.

What you’ll do:

• Grant Management: Upon receiving federal agency approval of a grant and receipt of supporting documentation, review, and assign to project officer. Maintain overall responsibility for the grant while providing oversight and guidance to assigned staff members in performance of all required grant management activity. Conduct, or assign to be completed, assistance/monitoring visits to the applicant as requested or determined appropriate. Ensure timely and accurate processing of all requests for reimbursement. Facilitate communication and reporting between the applicant, state, and federal agency. Maintain and update spreadsheets and databases needed to track the status and progress of each subgrant.
• Sub-Grantee Closeout: Upon applicant’s completion of the grant, conduct or assign to project officer for, inspection and final reconciliation of all supporting documentation. Review reconciled report and recommend final approved costs for grant closeout by the Federal Agency. Upon receipt from federal agency of the grants final approved cost, ensure any funds owed to the applicant are provided and that any refund owed by the applicant to the State of Missouri is received.
• Sub-Grantee Application Eligibility: Conduct Public Assistance Applicant Briefings at selected locations throughout the state. Compile and provide to the Federal Agency all necessary local jurisdiction applications. Ensure costs submitted by applicants are accurately reflected on grant application. Ensure federal agency has properly and consistently applied necessary grant eligibility based upon review of all damages and costs and application of local, state, and federal statute and policy. Provide applicant with grantor determination ensuring they understand their appeal rights.
• Public Assistance Recipients and Sub-Recipient Reporting: As prescribed by state and federal policy use multiple federal and state data-bases to produce recurring daily, monthly, and quarterly reports. As directed, compile specific data in reports for state and agency leadership. Facilitate and document local jurisdiction applicants required grant reporting.
• Training: Produce and conduct training for state and local agencies/jurisdictions and state Public Assistance staff. As directed, produce and conduct Disaster Public Assistance briefings to local, state, and federal personnel.
• Policy: Develop and implement appropriate policies and procedures to improve and increase the efficiency of the various disaster assistance programs.

Typical Qualifications:

• Graduate with a four-year degree or
• 1-2 years of relevant experience. (Substitutions may be allowed.)

Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.

Knowledge, Skills and Abilities:

• Skill in managing and resolving conflict.
• Ability to gather, correlate, summarize, interpret, and report a variety of technical information and data.
• Ability to lift and move boxes and equipment of various dimensions and weights.
• Ability to walk or stand for extensive periods of time indoors and outdoors in severe weather conditions and over all types of terrain.

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

This description may not include all the duties, knowledge, skills, or abilities associated with this position. Normal work hours are Monday - Friday, 7:30 a.m. - 4:30 p.m. However, overtime or unusual working hours are required during an emergency event. Occasional same day or overnight travel is required.

Salary:

$65,000.16-$69,000.00 per Year
