The Missouri State Emergency Management Agency has responsibility for coordinating disaster response and recovery operations across Missouri - responding to everything from tornadoes and flooding to ice storms to the coronavirus pandemic. SEMA operates the State Emergency Operations Center and provides training and grants to strengthen Missouri’s resilience against natural disasters.

This is a highly responsible, professional administrative position, with a significant amount of work with the public - including a multitude of jurisdictions - in the implementation of the statewide Floodplain Management Program: The National Flood Insurance Program (NFIP) for the State Emergency Management Agency. An employee of this caliber assumes the responsibilities for planning, promoting, directing, and evaluating a major phase of the NFIP. Frequently completed tasks involve advising and assisting the Floodplain Management Section Manager/State NFIP Coordinator in this statewide program as well as frequent contact with state and local officials, public agencies, community and civic groups, and individuals. Duties also include planning and instructing NFIP workshops and state conferences. Work is performed under the general direction and review of an administrative superior.

Job Description:

• Assist the Floodplain Management Section Manager/State NFIP Coordinator, in the development and coordination of a major phase of the NFIP.
• Advise and assist local officials on Floodplain Management matters; interpret and explain federal requirements and procedures; maintain liaison with federal representatives on Floodplain Management matters.
• Plan and participate in Floodplain Management training, workshops, conferences, most particularly in those program areas in which responsibility is delegated by the Floodplain Management Section Manager/State NFIP Coordinator.
• Make public appearances before civic and community groups to promote the Floodplain Management program.
• Correspond with local officials, government agencies, federal Floodplain Management representatives, etc.; prepare reports as required.
• Assist local communities throughout the state in the preparation of ordinances, pamphlets, training and educational documents and various planning reports.
• Travel throughout the state to conduct community assistance visits and make community assessments.

Knowledge, Skills, and Abilities:

• Thorough knowledge of the general principles and practices of public administration and office management;
• Thorough knowledge of state and local governmental organizations, operation and resources;
• Considerable knowledge of the National Flood Insurance Program;
• Ability to assemble, correlate, and analyze facts related to Floodplain Management in order to prepare reports concisely and effectively;
• Ability to comprehend, interpret and apply regulations, procedures, and related Floodplain Management information;
• Ability to establish and maintain effective working relationships with, and provide consultation and technical assistance to, associates, employees and officials of other governmental units and with community groups;
• Ability to present information effectively before professional and lay groups, volunteers, and employees.

Qualifications:

Bachelor’s degree and 2-4 years of relevant experience required (Substitutions may be allowed).

Normal work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m. However, overtime or unusual working hours are required during an emergency event. Moderate same day or overnight travel is required.

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
