SOCIAL SERVICES DIVISION
The Health and Human Services Agency’s Social Services Division strives to improve the quality of life for the residents of El Dorado County. They help residents meet basic needs and ultimately become self-sufficient by offering the following services: CalFresh, CalWORKs, Medi-Cal, General Assistance, and employment services.

THE OPPORTUNITY Plans, organize, and supervise work of a unit of employees engaged in the performance of employability evaluation and provision of other employment services to eligible applicants and clients of local social service agencies and who may be responsible for determining eligibility of applicants and recipients for public assistance program; may use an automated system for caseload monitoring activities.

Ideal Candidate Statement
We are seeking a highly motivated and effective leader to join our team as an Employment and Training Worker Supervisor in the Employment Services Program which is part of the Self-Sufficiency Division of the Health and Human Services Agency. The Employment Services Program is a comprehensive statewide program designed to enable participants to achieve self-sufficiency through employment. The program is currently evolving from a rules and compliance driven framework to a human-centered, equity-focused and goal orientated service model and needs a skilled individual to lead this transformation.
What You’ll Do:
•Focus on meaningful client outcomes and aligning with State accountability and continuous quality improvement policies.
•Use data to analyze trends, monitor progress, and guide impactful decisions.
•Develop, implement and monitor targeted system improvement plans that increase employment and training worker effectiveness in enhancing participant engagement leading toward employability and ultimately self-sufficiency.
•Lead and support employment and training workers in providing holistic, individualized services that tackle barriers like mental health, substance abuse, and domestic violence.
•Ensure worker productivity benchmarks are met and ensure accurate, timely and appropriate service delivery to program participants.
•Build strong partnerships with community organizations, schools, and local employers to create a network that empowers families.

Human Resources will assess your application to determine if you are minimally qualified using the following recommendations :
Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.

Two (2) years of full-time experience performing duties equivalent to the County's classes of Eligibility Supervisor or Social Worker Supervisor I;

OR

One (1) year of full-time experience performing duties equivalent to the County's class of Employment and Training Worker III;

OR

Three (3) years of full-time experience performing duties equivalent to the County's class of Employment and Training Worker II;

OR

Three (3) years of full-time professional casework experience performing publicly funded vocational guidance services, employment counseling or placement services, including one (1) year of lead or supervisory experience or training in a social services program;

and

Completion of 15 semester (22.5 quarter) college units in career planning, vocational guidance principles, personality development, occupational testing and measurement, or counseling preparation.

The County of El Dorado is recruiting applicants for the Employment and Training Worker Supervisor. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
