Workdays & Hours: MONDAY - FRIDAY 8:00 AM - 5:00 PM* *Subject to Change DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS Manages, directs and coordinates a variety of human resources services to provide quality programs and activities ensuring compliance with all policies, procedures, regulations and laws
RESPONSIBILITIES - Manages, trains, develops, motivates and evaluates the performance of human resources staff in a functional area of benefits administration and benefits operations.
- Plans and coordinate open enrollment schedule with communications for all plan participants.
- Researches and develops responses to inquiries from employees / retirees in reference to insurance plans and coverage.
- Conducts and participates in special projects.
- Prepares a variety of reports, projects and plans related to benefits plan design and customer services matrix.
- Researches and analyzes data to obtain information for quality control, formulating projects, plans, surveys, reports, strategies, forecasts and trends.
- Prepares and monitors budgets and expenditures.
- Create and conduct presentations offsite or via TEAMS for managers or plan participants. Some presentations may be afterhours or on the weekends.
- Assist with contract process / communicating with SPD on upcoming RFP’s.
- Interprets, develops, implements and provides advice/counsel regarding policies and procedures.
WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment
MINIMUM REQUIREMENTS EDUCATION Requires a Bachelor's degree in Business Administration, Social Science, Liberal Arts or related field.
EXPERIENCE Six years of professional personnel experience are required, with at least three years in a supervisory capacity. A related Master's degree and four years of experience may substitute for the above requirements.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. ** Excellent analytical skills and highly proficient with Windows and Microsoft Office products. Must have excellent written and verbal communication skills, excellent interpersonal skills, ability to work independently and maintain good working relationships with internal/external customers and partners.
