Description:

The Eligibility Specialist Lead is responsible for determining eligibility for a variety of public assistance programs and providing advanced technical and programmatic support to team members and supervisors. The Lead acts as a subject matter expert in CBMS and related systems, supports training and mentoring of staff, assists with reporting requirements, and helps ensure consistent and compliant operations. In the absence of a supervisor, the Lead coordinates workloads, responds to escalated issues, and ensures timely and accurate service to customers. The Lead plays an active role in quality assurance, process improvement, and interdepartmental coordination to uphold program integrity and improve service delivery.

SCHEDULE:

This position is available for schedules of 5/8s (8-hour workdays, Monday-Friday) or 4/10s (10-hour workdays, Monday-Thursday). This position is hybrid, with remote work and in-office work assigned as needed. Occasionally, when staff are working the lobby, they may work 7:30am-5:30pm even if typically scheduled for 8-hour days.

COMPENSATION:

Hiring Range: $27.84 - $29.04 USD Hourly

Compensation will be determined based on education, experience, and skills.

ESSENTIAL DUTIES:

Interpret and support eligibility applications across programs:

• Support supervisors in monitoring and assisting eligibility staff in their performance of assisting the application for eligibility programs.
• Train and mentor new and established employees. Interpret and explain new rules and regulations.
• Serve as a subject matter expert for AES processes. Keep process documents up to date.
• Troubleshoot system errors within CBMS.
• Determine course of action to most effectively address problems within the system.
• May also assist customers on-site and support staff in the Human Services lobby.
• Help resolve customer complaints and escalations.
• Diffuse and/or de-escalate situations with dissatisfied customers to reach a mutual resolution suitable to all parties.
• Exercise independent judgment in resolving eligibility issues and determining appropriate next steps.
• Conduct peer reviews of casework to ensure compliance with eligibility standards and accuracy of determinations; provide constructive feedback to staff.

Provide guidance and customer support:

• Assist customers in completing forms and submitting documents needed for processing their application.
• May meet one-on-one with customers.

Additional responsibilities:

• Assist in the detailed completion of the numerous monthly and other reports that are required under strictly mandated federal and state guidelines.
• Partner with other staff for team building and resource sharing.
• Collaborate with other county departments, community partners, and internal divisions to ensure continuity of service. Perform interim duties when a supervisor is unavailable. Effectively address the needs of the unit and customers. Assign and redistribute workload, as necessary.
• Provide in-person support in the lobby, including assisting customers, answering general questions, triaging walk-in concerns, and ensuring customers are directed to the appropriate staff or resources.
• Assist supervisors in tracking performance metrics, identifying trends, and providing recommendations for improved efficiency and service delivery.
• Contribute to the development and implementation of process improvements to enhance program integrity, efficiency, and customer experience.
• Other duties and responsibilities as assigned.

Minimum Qualifications:

• 3 Minimum of three (3) years’ work-related experience.
• One year of determining eligibility for Medicaid, Food Assistance, Colorado Works and/or Adult Financial programs, or related field.
• High School diploma or GED.
• Please note that an equivalent combination of education and experience is acceptable.

Preferred Knowledge, Skills and Abilities:

• Three years of determining eligibility for Medicaid, Food Assistance, Colorado Works and/or Adult Financial programs.
• Associate'sorBachelor'sdegree in Human Services.
• Current knowledge of CBMS.
• Ability to take direction, adapt to change, establish relationships, and work in a team environment.
• Proficiency in processing paper and electronic records per established records management protocols.
• Strong customer service skills.
• Strong written and oral communicationskills.
• Ability to provideadministrative and technical supportto colleagues.
• Strong time management and prioritization skills.
• Spanish speaking skills preferred, not required.

• Offer of employment contingent upon successful completion of criminal history, motor vehicle report, education verification, and/or references.
• Criminal historymust not include but not limited to convictions for theft, forgery, counterfeiting, crimes against a person, or other related charges. (Felonies within the last 7 years, misdemeanors within the last 3 years, or a pattern of convictions).
