RequirementsMOS Code: NoneEducation and Experience : A Bachelor's degree or higher in management, business or public administration or a related field, and four (4) years professional court administration or public administration and finance experience, including two (2) years in a supervisory capacity.
Licenses and Certificates : None.
General PurposeUnder general direction, provide complex administrative support to the Municipal Court Clerk and oversee the administration of non-Judicial functions of the Municipal Court.
Typical DutiesDirects the activities of assigned service areas, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, and service offerings. Involves: Assist in establishing appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; and allocate resources accordingly. Establish work priorities and monitor work progress. Review and approve training, performance reviews and other personnel action to ensure productivity and quality standards are maintained. Responsible for the financial and budgetary management of division. Assist with the preparation of department budgets. Review expenditure budget and recommend changes to Director; make reassignments of resources as needed. Respond and resolve sensitive and complex inquiries and complaints.
Manage and review operations; perform quality control to ensure effective department performance. Involves: Monitor service delivery and response. Compile and analyze monthly management reports to make recommendations for change and to make strategic decisions. Identify areas to enhance productivity through improved work procedures and practices. Review and audit the operations of the automated case management system software. Review and analyze changes in state and local laws and report necessary changes to administration.
Represents the Director at meetings; may serve in an acting capacity for the Municipal Court Clerk. Represents the City and department at local, state and national organizations. Serve as member of various committees. Act as liaison between the department and other City departments. Assist Elected, Appointed and Associate Judges as needed
Supervise assigned staff. Involves: Assign, schedule, guide and monitor work. Appraise employee performance and review subordinates evaluations. Provide for training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences, conflicts and deficiencies. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
