The City of Milpitas is recruiting for a Senior City Manager Analyst to support our City Manager's Office. The ideal candidate is a highly motivated and detail-oriented professional with strong analytical, administrative, and communication skills. They will demonstrate a high level of integrity, political acumen, sound judgment, and the ability to manage complex and confidential assignments in support of the City Manager's Office.

This candidate thrives in a dynamic, fast-paced environment and excels at managing multiple priorities with accuracy and confidentiality. This candidate excels in conducting operational reviews, preparing policy and program analyses, and delivering clear, actionable recommendations. They are skilled at building collaborative relationships across departments and with external stakeholders, and are comfortable representing the City in a professional manner.

In addition to supporting the City Manager, Assistant City Manager and City Council, the Senior City Manager Analyst will provide analytical support for major initiatives focused on organizational and fiscal sustainability.

The Senior City Manager Analyst is technologically proficient and data-driven and uses spreadsheets, databases, and reporting tools to support informed decision-making. They are adaptable, solutions-focused, and committed to excellence in public service. They are a skilled communicator and capable of preparing concise, well-reasoned reports, including staff reports for City Council agendas. Supervisory or lead experience, and knowledge of municipal operations, are highly desirable.

DISTINGUISHING CHARATERISTICS

This is a professional staff position responsible for assembling, analyzing and interpreting data and preparing correspondence and reports with recommendations to management on varied, difficult and complex issues with a certain level of expertise in the assigned area. Assignments are usually received in the form of general statements of the problem, and the incumbent is expected to be able to work independently and complete all necessary work to derive formally recommended solutions. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. This position differs from the Management Analyst position in that an incumbent in this classification reports to the City Manager or designee and is responsible for extremely complex and sensitive staff support to the City Manager’s Office. An incumbent may supervise analysts and/or support staff as assigned.

Knowledge of : Ability to :EDUCATION AND EXPERIENCE
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education :
Bachelor's degree from an accredited university.

Experience :
Five (5) years of administrative, management or analytical experience in organizational administration, policy development, analysis, and/or operational support duties for a public sector agency.

LICENSE OR CERTIFICATE
Essential duties require the following physical abilities and work environment.
Ability to work in a standard office environment; able to travel to various locations within and outside the City of Milpitas. Incumbents in this position are required to file a Conflict of Interest Statement upon assuming office, annually, and upon leaving office.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the City Manager, Assistant City Manager, or designee. May exercise supervision over assigned staff or act as a lead to those assigned to a task, program or project

RETIREMENT
Membership in CalPERS (2% at 60 or 2% at 62 with three year average salary). City of Milpitas employees do not participate in Social Security, but do contribute to Medicare.

MEDICAL INSURANCE
Choice of CalPERS Medical Plans. City pays coverage up to the Kaiser rate (currently $2,228.36/mo. for family). Employees who waive health coverage are eligible to receive $250 per month in lieu of medical plan coverage with proof of other coverage.

RETIREE MEDICAL
Employees are eligible upon CalPERS retirement from the City to receive up to 100% retiree medical coverage (currently based on the Kaiser health rate), based on years of service.

DENTAL & VISION
City provides full family coverage for dental and vision at no cost to the employee.

LIFE INSURANCE
City provides $50,000 term policy. Supplemental employee-paid life insurance is available up to $500,000, based on carrier acceptance.

DISABILITY INSURANCE
City provides a Short-Term Disability plan similar to State Disability Insurance (SDI) coverage. Employees do not participate in SDI. Long-Term Disability coverage of 60% of base salary up to $1,500 per month is available after a 60-day waiting period. Additional buy-up options for LTD are available.

DEFERRED COMPENSATION
City contributes $75 per month on the employee's behalf.

VACATION
Employees earn 16-36 days of vacation based on years of service.

MANAGEMENT LEAVE
Employees earn 5 hours of Management Incentive Paid (MIP) Leave for each full pay period worked.

HOLIDAYS
Employees receive 12 paid holidays and one (1) floating holiday per year.

SICK LEAVE
Employees earn 12 days annually.

TUITION REIMBURSEMENT
Employees are eligible to receive up to $3,000 per fiscal year in tuition reimbursement.

Employees are offered free access to City-sponsored sports and fitness programs.
