Position Duties

The Housing Department is currently seeking to fill one full-time Division Manager vacancy in the Housing Production and Preservation Division (Residential Development Division).

Salary range for this classification is $142,622.48 - $225,758.26 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

This Division Manager role reports directly to the Deputy Director of the Housing Department and oversees the activities and programs of the Multi-Family Housing Production, Preservation, Loan Administration and Inclusionary Housing Ordinance Divisions as well as the Multifamily and Single-Family Asset Management Portfolio Division. The selected candidate is responsible for managing an entire Division or for a function(s) which may be of exceptionally high significance and complexity. Responsible for supervising around 28 full-time staff and managing a program budget. All other positions in the Division are supervised directly or indirectly by this position and each is delegated part of the total functions for which this position is available. Expertise with affordable and market rate multifamily and single-family housing development, financing and asset management is required. The ideal candidate will have knowledge of planning, financing, lending, development, multifamily affordable and market-rate housing loan and program administration, as well as knowledge of inclusionary housing ordinance. The candidate needs specialized knowledge of the requirements and restrictions with programs providing funding for affordable housing projects through the use of tax credits, California tax allocation bond revenue and the various Federal funding sources as well as City’s special incentive programs for market rate developments.

Duties include developing and implementing goals, objectives and guidelines; participating in and advising on the development of department policy; preparing and implementing division work plans and operating budgets; negotiating contracts; supervising program managers and completing performance evaluations; reviewing and approving work products and analyses prepared by division staff; providing advice and consultation to program managers, supervisors and staff; presenting reports and information to City Council Committees and the Housing and Committee Development Commission; ensuring compliance with Federal and State laws, rules and regulations and local codes and standards; and representing the Housing Department in meetings with community, business and industry groups, professional organizations and governmental agencies.

Form 700 Requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.
