THE IDEAL CANDIDATE
The ideal Financial Services Manager will be a seasoned finance professional with a strong background in municipal finance administration, including comprehensive knowledge of GAAP, GASB, and GAAFR standards. They will bring proven expertise in budget development, financial forecasting, fund balance management, and investment oversight, along with hands-on experience managing revenue services such as utility billing, licensing, and accounts receivable. Demonstrated ability to lead complex budgeting and revenue operations is essential, as is proficiency with modern financial software, information systems, and office technology. The ideal candidate will possess strong leadership and interpersonal skills to oversee and collaborate with finance staff and to foster productive relationships with internal departments, external stakeholders, and regulatory agencies.
THE DEPARTMENT

Supported by a dedicated and hard-working team of 20 full-time professionals, the Finance Department’s functions are comprehensive and organized across four divisions: Administration (including Budget), Accounting, Purchasing, and Revenue Services. The Department’s responsibilities include accounting, budgeting, payroll, investments, and procurement, as well as business licensing, animal licensing, and utility billing. The Finance Department takes pride in maintaining its AAA credit rating from Standard and Poor’s. This rating is a testament to the City’s continued strong financial position, tradition of prudent fiscal decisions, and resilient economic base. All departments contribute to this achievement through high levels of service and proactive financial management.

MINIMUM QUALIFICATION GUIDELINES

Education/Training/Experience:

Knowledge of:

Modern practices of public finance administration including municipal accounting, taxation and revenue management; Brown Act and other laws, regulations, ordinances, and policies governing financial management; Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board pronouncements, and GAAFR (Governmental Accounting, Auditing and Financial Reporting) standards; municipal budgeting practices; contract management principles; principles and practices of governmental purchasing; budgeting and purchasing practices and procedures; uses, capabilities, and applications of information and telecommunications systems and hardware; principles of employee supervision and evaluation.

Ability to:

Plan, organize, manage, and evaluate finance and purchasing operations; formulate, analyze, and present financial reports; select, train, supervise, evaluate, and discipline employees; operate computer hardware and modern office equipment; use word processing, spreadsheet, and accounting software programs; originate and institute accounting policies and controls; communicate effectively, both orally and in writing; establish and maintain effective working relationships with staff, management, contractors, consultants, auditors, vendors, City officials, and others during the course of work.
