FUNCTION
This is a specialized and detailed clerical position responsible for the processing of building permits and permit change orders under the direct supervision of the Codes Administrator/Building Official. Duties require a thorough knowledge of the process and procedures for processing of permits and change orders from receipt through issuance. The employee assigned to this position must be able to work with the public to determine their needs and explain the requirements for making an appropriate submittal. The employee is responsible for maintaining application submittals and for the proper entry of data into the various Town permitting systems.
Essential FunctionsESSENTIAL FUNCTIONS
- Processes permit applications and change orders for review by the Building and Zoning Divisions.
- Records submittals into the Town applications system and reviews log, making preliminary plans examination assignments and prepares documents for review by technical staff.
- Reviews submittals for non-technical issues, informs staff or the applicant as necessary, and tracks responses to plans reviews
- Processes approved permit applications, including creation of permit computer record, assignment of applicable fees, preparation of permit documentation for issuance and issuing of permits and change orders.
- Responds to inquiries regarding application procedures and requirements. Assists the public in understanding the permitting process and provides specific information on documentation requirements for particular projects.
- Provides appropriate forms to the public and directs specific questions to the appropriate technical staff.
- Responsible for responding to inquiries regarding application status and timing.
- Performs receptionist duties as required as well as secretarial and clerical work for Building division staff.
- Typing, editing and distribution of plans reviews.
- Must maintain a Notary Public License.
- Any other functions deemed essential by the Town and communicated to the employee by his/her supervisor or Department Head.
- Reports to work as required by the Disaster Plan Recovery Guide and regular attendance during normal work schedule other than excused or job-related absences.

Knowledge, Abilities, & QualificationsJOB PERFORMANCE KNOWLEDGE AND ABILITIES
- Knowledge of basic office practices, policies, and procedures.
- Ability to communicate clearly and effectively, both verbally and in writing.
- Ability to work well with staff and the public.
- Ability to process permits, change orders, and related documents.
- Ability to work with various software applications and maintain records.
- Ability to learn and apply knowledge of ordinances, regulations, and policies related to permits.
- Ability to plan, organize, and prioritize tasks effectively.
MINIMUM QUALIFICATIONS
- Preferred: Experience in a permitting or clerical role, or in business, construction, or an engineering-related field.
- Required: High school diploma or equivalent. Clerical experience, preferably in the construction, engineering, or permitting fields. Typing and word processing skills.
- A comparable amount of training and experience may be substituted for the minimum qualifications.
- ICC Certified Permit Technician Certification:Employee must obtain the ICC Certified Permit Technician certification within one year of employment. This certification ensures the knowledge and skills to uphold building codes, safety regulations, and zoning laws. It is critical for:
- Understanding and applying building codes and zoning regulations.
- Processing permit applications accurately and ensuring legal and safety compliance.
- Maintaining consistency and professionalism in permit processing.
- Managing efficient workflows and effective communication with applicants.
- Assessing applications from a safety and compliance perspective.
- Mitigating legal and liability risks for the Town.
Working Conditions & Supplemental InformationWORKING CONDITIONS
- General office work environment, mostly at a desk and computer terminal.
- Occasional overtime as required.
SUPPLEMENTAL INFORMATION
Valid Florida Driver’s License (MVR background check).
Successful completion of an employment physical to confirm the ability to perform the essential functions of the job
The Town is a Drug Free Workplace, in compliance with the Drug Free Workplace Act of 1988, in § 440.102, FS and Rules 59A-24 F.A.C (Florida Administrative Code). State and federal laws and regulations may subject certain employees to additional drug testing requirements. Any employee who violates the program is subject to disciplinary action up to and including termination.
Hepatitis A vaccination, or proof of the same, as a precautionary measure against exposure to raw sewage and a signed Acknowledgement for the attached “Information to Employees - Hepatitis A” must be provided prior to assuming Town duties.
Hepatitis B vaccination, proof of same, or signed Acknowledgement declining the vaccination (see attachedInformation to Employees - Hepatitis B) must be provided prior to assuming Town duties.
