The Position

Bargaining Unit: Local 21 - Non-Supervisory Unit

The Contra Costa County Public Works Department is offering an excellent employment opportunity to fill a vacant Environmental Analyst II position in the Environmental Services Division, located in Martinez, CA. The Environmental Services Division ensures all Public Works and Flood Control District projects comply with applicable environmental laws and regulations. The Environmental Analyst II work independently, perform complex duties, and is responsible for writing public disclosure documents for California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA), obtaining regulatory permits from resource agencies when needed, coordinating with Public Works engineers to reduce the environmental impacts of projects where feasible, and coordinating the implementation of mitigation measures when required.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

License Required: Possession of a Valid California Motor Vehicle Operator's License. Out of State valid Motor Vehicle Operator's license will be accepted during the application process.

Education: Possession of a Bachelor's degree from an accredited college or university with a major in ecology, geography, environmental resource planning, natural resources management or other closely related natural sciences field. College coursework must have included successful completion of 12 semester or 18 quarter units in the biological, ecological, or natural resources science fields.

Experience: Two (2) years of full-time (or its equivalent) professional experience in public infrastructure environmental analysis and/or activity which included securing regulatory permits and preparing CEQA (California Environmental Quality Act)/NEPA (National Environmental Policy Act) documents.

Internal Substitution for Education: Incumbency in the class of Environmental Analyst I for Contra Costa County may be substituted for the Bachelor's degree. No substitution is allowed for the required college coursework.

Substitution for Academic Major: One (1) additional year of full-time (or its equivalent) experience in the public or private sector conducting environmental analysis of public infrastructure projects may be substituted for the academic major. No substitution is allowed for the required college coursework.

Applicants who have attended a foreign or non-U.S. accredited university or college must provide verification of education evaluation completed by an educational evaluation service affiliated with the National Association of Credentials Evaluation Services (NACES).

Selection Process

Application Filing and Evaluation: Applications will be evaluated to determine which candidates will move forward to the next phase of the recruitment process. Applicants will be required to complete a supplemental questionnaire as part of their application. Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.Online Interview Assessment: The Online Interview Assessment will measure candidates' competencies as they relate to the job. In the Online Interview Assessment, candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% or higher. These may include but are not limited to: critical thinking, reading comprehension, legal & regulatory navigation, adaptability, attention to detail, professional integrity & ethics, writing, and project management. (Weighted 100%)Department Interview: To be scheduled by the department once the eligible list is established.

CONVICTION HISTORY

DISASTER SERVICE WORKER

All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
