Capital Project Accounting • Accounts Payable • Financial Analysis • ERP Systems
Fort Worth Water is seeking a Management Analyst II to join our Capital Finance team, focusing on accounts payable and capital project financial management. In this role, you'll oversee financial transactions related to capital projects, ensure compliance with contractual payment terms, and maintain accurate financial records. Your expertise in governmental accounting, budgeting, and ERP systems like PeopleSoft will be essential in streamlining processes and supporting the department's financial operations.
Minimum Qualifications: - Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field;
- Two (2) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience.
Preferred Qualifications: - Knowledge of governmental accounting, budgeting, accounts payable and purchasing processes.
- Knowledge of capital projects accounting processes, financial commitments in various construction related contracts, and applicable city, state and federal policies, regulations and laws.
- Proficient in using Excel to include creating formulas, pivot tables, linking data and conducting analysis.
- Experience with PeopleSoft Financials, or similar ERP Financial suites.
- Exceptional collaboration, customer service, and communication skills.
The Management Analyst II job responsibilities include: - Understanding and implementing capital project contracts’ financial content.
- Subject matter expert on accounts payable process.
- Prepares and submits journal entries to correct capital project expenditures and balance sheet items during the life of projects.
- Monitors and prepares reports on status of progress payments.
- Maintenance and administration of finance business support functions in the project management information system (PMIS).
- Identify opportunities to improve processes.
- Perform wide variety of analytical support duties related to capital projects.

Physical Demand Sedentary Work - Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
