Description
TPWD MISSION To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION: Under the direction of the Associate Creative Director, performs highly complex (senior-level) purchasing and procurement work. The Print & Copy Traffic Coordinator provides outsource print and copy coordinating services for Texas Parks and Wildlife Department (TPWD) internal customers and places work with qualified, eligible vendors to produce high quality materials at the best price and in a timely manner. Provides customer service, cost estimates and consultation to internal clients and creative team to effectively plan and schedule print and copy projects to meet client deadlines. Identifies qualified vendors, prepares bid specifications, solicits bids, and writes purchase orders in accordance with the Comptroller's Statewide Procurement Division and agency rules and regulations. Project manages work orders to ensure vendors are on schedule and quality standards are met. Performs quality checks of completed materials, confirms delivery, and coordinates with vendors to correct any issues. Works closely with vendors, creative team, clients, purchasers, and the agency Purchasing & Contracting section. Manages existing and future copy/print contracts and performs vendor performance reviews. Responsible for timely and accurate entry into the team database, completion of appropriate forms, requests and related documentation. Maintains awareness of current print industry processes in order to provide fiscally responsible, timely, and efficient solutions for clients. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.
Qualifications: MINIMUM QUALIFICATIONS :
Education :
Graduation from High School or GED.
Experience :
Four years of full-time experience working in the following (or closely related) fields: purchasing, accounting, print production/print design.
Licensure :
Certified Texas Contract Developer (CTCD), issued by the Texas Comptroller of Public Accounts, or able to obtain within 12 months of hire.
Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.
NOTE : Retention of position contingent upon obtaining and maintaining required license and certification.
PREFERRED QUALIFICATIONS :
Education :
Graduation from an accredited college or university with a Bachelor's degree in Business, Public Administration, or closely related field.
Experience :
Experience in state procurement or contracting policies and procedures.
Experience in purchasing and/or contracting at a Texas state agency, college or university, or local unit of government.
Experience in preparing specs, cost-estimating, scheduling, and quality control within a print production environment.
Licensure :
Current certification: Certified Texas Contract Developer (CTCD).

WORKING CONDITIONS :
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday, alternative work schedule may be available.
Required to work overtime as necessary.
This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval.
May be required to operate a State vehicle.
Required to travel 5% with possible overnight stays.
Must conform to TPWD dress and grooming standards, work rules and safety procedures.
Non-smoking work environment in all state buildings and vehicles.
