Office of the Assessor-Recorder-County Clerk (ARC) is seeking individuals with experience in reviewing legal property documents, such as but not limited to: exclusions, exemptions, deeds, and titles, to apply for
Title Transfer Technician Trainee.
Title Transfer Technician Trainees work under training conditions while developing the required knowledge and skills to independently interpret, research, verify, and process a variety of recorded document information into the Assessor's Property Information Management System. In addition to working with the public, Trainees will learn the processes of reviewing recorded documents and determining change in ownership for assessment purposes.

COMPETITIVE SALARY & BENEFITS Auto-promotion up to $58,884 annually Bi-annual step increases of 2.5% up to Step 14 3% Annual Across-the-Board Salary Increases in February 2025/2026** CONDITIONS OF EMPLOYMENT Title Transfer Technician Trainee is the trainee level within the Title Transfer Technician series; incumbents are eligible for promotion to
Title Transfer Technician I (up to $58,884 annually with a Modified Benefit Option which offers a wage differential up to $1.75/hour) upon meeting the minimum qualifications for Title Transfer Technician I and receipt of a satisfactory work performance evaluation. Incumbents must promote within 18 months or be terminated.
1) Applicant must successfully pass a background check prior to appointment.
2) Travel throughout the County may be required. A valid California Class C driver license is required at time of appointment; employees in this class may be required to use personal vehicles and show proof of automobile liability insurance.
Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.
* Salary increases contingent upon Property Related Revenue and/or statewide Realignment Sales Tax Collections performance.
Minimum Requirements CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS: OPTION 1 Must possess one (1) year of full-time equivalent work experience in a title company or comparable organization processing legal property documents that are used to transfer interest in real property.
OPTION 2 Must possess six (6) months of full-time equivalent work experience in a California Assessor or Recorder office assisting the public and/or appraisal staff with property information.
OPTION 3 Fifteen (15) semester (23 quarter) units of completed college coursework in business/public administration or other related field.
IMPORTANT NOTES: Experience
MUST have been obtained within the last five (5) years.

EDUCATION Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

Desired QualificationsThe ideal candidate will have knowledge and extensive experience processing a variety of legal property documents, experience working in a fast-paced environment, possess exceptional interpersonal skills with the general public and government entities, and be able to multi-task and learn quickly.
