DEFINITION Under general direction, administers local, wide area, and virtual private networks; evaluates, plans, designs, and implements information systems; installs, configures, troubleshoots, and maintains computer and network hardware and software; provides technical assistance to users; and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS This single position classification has responsibility for the administration of the City’s network functions. This classification is distinguished from the Information Technology Technician in that the latter is a technical support position which assists in the maintenance of networks and computers and resolves the day-to-day occurrences and issues. It is further distinguished from the Information Technology Manager in that the latter has overall management responsibility for all aspects of the Division’s functioning including staffing, long-term planning, the overall budgeting, and contract management.
SUPERVISION RECEIVED General direction is provided by the Information Technology Manager.
SUPERVISION EXERCISED May provide lead direction and/or supervision to technical staff.
Examples of Important and Essential FunctionsOperations Functions
Implements and maintains network infrastructure, including LAN, WAN, and VPN; configures and supports network hardware such as routers, switches, and firewalls; ensures network security by maintaining firewalls; manages cloud-based networking, including virtual networks, VPNs, and connectivity to on-premises infrastructure; evaluates, plans, designs, and implements information systems; monitors system usage and performance; installs and configures computer and communications hardware and software; troubleshoots on-premises network issues; provides network support and resolves connectivity issues; provides support for cloud-based applications and services; executes cloud migration projects; ensures cloud security by managing security policies and procedures; works with cybersecurity teams to ensure cloud security and address vulnerabilities; provides on-call technical support; and provides computer training.
Administrative Functions
Participates in short and long-term planning for information systems, including needs assessment and capacity planning; implements monitoring, logging, and alerting solutions for cloud environments; maintains documentation for network and cloud configurations and procedures; prepares, maintains, and monitors budgets; coordinates and schedules services between departments, vendors, and contractors; prepares and monitors proposals, contracts, agreements, and leases as needed; develops and maintains system policies, procedures, and documentation.

Network and computer operating systems; project management principles and practices; principles, practices and effective methods of supervision; network and computer hardware, software, and standards; principles of computer systems design, operation, and control; data communications, including local and wide area networks and virtual private networks; security systems and procedures; diagnostic hardware utilities and testing equipment; personal computer and network software packages; and disaster recovery and prevention methods and procedures.

Experience, Education, and Training Guidelines:
Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:
Experience: Two years of experience in administering wide-area networks. Experience working with a Windows NT network environment is highly desirable. Additional experience with supporting Internet services and/or the HP 3000 is desirable.
Education : Equivalent to a Bachelor’s Degree in information technology, computer science, management information systems or a related field.
Training : Any recent training such as, academic courses and certification programs which are relevant to this job classification.
License : Possession of a valid California Driver's License and a satisfactory driving record, as determined by the City.
Certification : CCNA and CompTIA Net+ certificationsare required . This position may be required to pass one or more network certification exams during the probation period. May be required to pass additional certification exams in the course of employment.
Other Requirements : Willingness and ability to work the hours necessary to accomplish the assigned duties including before and after normal work hours; be on-call for technical support and emergencies; attend meetings, seminars, conferences, and training classes during work and non-work hours; travel out of town and/or out of state for several days at a time.
Special Requirements : Essential duties require the mental and/or physical ability to: work in a standard office environment; Read fine print and text on computer monitors; hear and speak to converse in person, over the phone, and over machinery noise; use fingers and hands to write, use a computer keyboard, computer mouse, and tools; bend, stoop, stretch, and reach to install, test and move computer equipment; and strength to lift and move up to 40 pounds.
