The City of Santa Rosa planning & Economic Development is seeking a professional engineer or architect to review commercial, industrial, residential, and multi-residential buildings and development plans to ensure that they are designed and constructed in accordance with applicable codes, ordinances and permit requirements.
A Plan Check Engineer position requires possession of a certificate of registration as a professional engineer or architect in the State of California. The position handles large, complex projects and checks structural engineering designs.

The Selection Process

The selection process will include a minimum qualifications assessment, an application and supplemental questionnaire review, followed by department selection interviews. Plan Check Engineer:
Knowledge of: Principles, methods and techniques of structural and civil engineering; basic legal requirements governing engineering and architecture; applicable adopted State laws and codes.
Ability to: Comprehend and make inferences from written materials; properly interpret and make decisions in accordance with laws, regulations and policies; interact effectively and professionally with builders, engineers, architects and the general public face to face and using the telephone; communicate clearly and concisely, orally and in writing; read blueprints, plans and other schematic drawings; enter and retrieve data from a PC.
Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience -Three years of increasingly responsible experience in structural design and/or plan checking; Education - Equivalent to a Bachelor's degree from an accredited college or university with major work in structural engineering, civil engineering, architecture or a closely related field.
License or Certificate Possession of a certificate of registration as a professional engineer or as a licensed architect in the State of California. Certification as a Plans Examiner, as issued by the International Code Council (ICC,) is required prior to completion of probation. Use of a personal or City vehicle is required. In order to drive, individuals must be physically capable of operating the vehicles safely and must possess an appropriate valid California motor vehicle operator's license.
WORKING CONDITIONS
Plan Check Engineers work both in the office and in the field. In the office they sit at their work station for extended periods of time. They must frequently bend and stoop to retrieve plans and files from filing cabinets. Incumbents may occasionally stand at the counter with customers for up to an hour at a time. Occasionally they move boxes and rolls of plans weighing up to 30 pounds. When in the field, Plan Check Engineers work in the open in a variety of weather conditions. They are required to walk over a variety of surfaces, including rough, rocky, uneven and muddy ground. They perform inspections at ground level, basements, subfloor as well as upper levels of a building, including roofs etc. They are required to climb ladders to reach heights over ten feet for inspection purposes. At construction sites, they sometimes work around traffic and heavy construction equipment.
