Introduction THIS IS A NEW ASSEMBLED EXAMINATION . The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

- The Behavioral Health Department provides mental health and substance use services for people with Medi-Cal and without insurance and supports people along their path to wellness, recovery, and resilience.
- The Environmental Health Department works to keep our air, water, and food safe; it regulates, protects, and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.
- The Public Health Department focuses on community and population-level health, preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.
- Alameda County Health also provides services through Housing and Homelessness Services, Emergency Medical Services Agency, HealthPAC, and Healthy Schools and Communities.
BEHAVIORAL HEALTH DEPARTMENT As part of Alameda County Health, the Behavioral Health Department supports people with Medi-Cal and without insurance living with serious mental illness and substance use conditions along their path toward wellness, recovery, and resiliency. We provide services through a network of contracted mental health and substance use providers and administer the State’s resources and training for behavioral health providers, case managers, and other healthcare professionals. We advocate for our patients and families and create space for personal engagement in their care.
We are outpatient specialists for mental health services for older adults and youth, substance use providers and treatment program specialists, advocates for quality improvement and patients’ rights, and psychiatric and integrated health care providers.

THE POSITION Under general supervision, to plan, organize and supervise the work of a technical and clerical staff involved in medical, substance use disorder and mental health program benefit enrollment, eligibility and payment source documentation and processing; and to perform related duties as required.
These positions are located in the Behavioral Health Care Services Department of the Health Care Services Agency. The classification has full supervisory authority and each position serves as a first-line supervisor over a unit with approximately 10 positions.
THE IDEAL CANDIDATE In addition to the minimum qualifications and knowledge and skills listed below, ideal candidates for this position will be:
- A supportive supervisor respected by their staff for their skills at aligning performance for success, and instructing, focusing and guiding others in accomplishing work goals and take corrective action as needed.
- A well-rounded performance manager with solid experience in managing work groups by instructing and advising subordinates, assigning and delegating workload and tracking and evaluating performance.
- An effective communicator who clearly conveys information and ideas verbally and in writing to individuals or groups in a manner that meets audience needs and helps them understand and retain the message; and who relates well to people with diverse cultures, interpersonal styles, abilities, motivations, or backgrounds.
- An effective leader with the capacity to effect change by aligning the goals and vision. Remains flexible and open to new ideas when supervising the unit and encourages others to do the same. Works to build team morale and ensures that team members keep the overall goals of the program at the forefront of their decision making. Uses a variety of approaches to manage and resolve concerns, disagreement, and conflict.
- Someone who is able to research, identify, monitor, interpret and apply State laws, rules and regulations as it relates to Federal, State and County health insurance programs as well as other benefit programs.
- A practiced problem solver who makes sound decisions and quickly identifies and understands issues, problems and opportunities; uses data, logic, and sound judgment to evaluate alternatives and recommends viable solutions; and solves problems consistent with available resources, facts, constraints, and probable consequences to achieve desired organizational or service care goals.
- Someone who is well organized, capable of multi-tasking and planning daily work activities, and establishing a course of action for self and others to ensure that work is completed efficiently.

MINIMUM QUALIFICATIONST he minimum professional requirements for admission to the competitive assessment process include: Either I Experience:
The equivalent of one year of full-time Medi-Cal eligibility experience in the class of Health Insurance Technician or Supervising Eligibility Technician in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)
Or II Experience:
The equivalent of four years of full-time experience involving the determination of Medi-Cal eligibility.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
KNOWLEDGE AND SKILLSNOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.
The most suitably qualified candidates will possess the following competencies: Knowledge of:
• Supervisory skills and techniques.
• Public assistance, Medicare/SSI/SSA Disability programs, Affordable Care Act, and other resources available to the patient.
• Flow of Medi-Cal applications.
• Procedures as they affect relationships between the Health Insurance Technician Unit, other hospital, Community Based Organizations, Agency and County units.
