About the Position:

We seek an exceptional individual to join our Payroll Services team as the Payroll and Data Services Analyst (Administrative Analyst/Specialist - Non-Exempt). Under the general supervision of the Payroll and Data Services Director, the Payroll and Data Services Administrative Analyst provides comprehensive administrative and technical support in designated functional areas, colleges, or departments. Key responsibilities include processing employee payroll transactions and conducting full-cycle audits to ensure accuracy and compliance. The Analyst interprets and applies Federal, State, California State University (CSU), and campus policies related to payroll, employment, and data management.

This role serves as a resource for payroll, employment, and data-related inquiries, offering consultative services to employees and authorized vendors, such as CalPERS. Additionally, the Analyst reviews, processes, and inputs a wide range of payroll transactions-including status changes, leaves, and separations-into systems such as the State Controller's Office Personnel Information Management System (PIMS) and Oracle PeopleSoft Human Capital Management (HCM) Common Human Resources System (CHRS).

The Analyst provides expertise on various payroll, employment, and data-related topics, including leave accrual rates, loan forgiveness documentation, entitlements, service salary increase (SSI) eligibility, payroll and personnel transactions, pay docks, stipends, bonuses, and salary adjustments.

This role involves active collaboration with the campus community to review and refine university policies and procedures impacting payroll and employment processes. The Payroll and Data Services Administrative Analyst works closely with various Human Resources, Diversity and Inclusion (HRDI) departments, the CSU Fullerton community, other CSU campuses, the Chancellor's Office, the State Controller's Office (SCO), CalPERS, and other relevant entities.

The Analyst contributes to the development, maintenance, and implementation of improvements for CSU Fullerton-specific and systemwide programs and initiatives. Additionally, the Analyst supports the department and division objectives as well as the university’s mission. Other duties as assigned.

Essential Qualifications

Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs. Working knowledge of the general practices, program or administrative specialty. Basic knowledge of and the ability to apply fundamental concepts. Working knowledge of budget policies and procedures. Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit or administrative specialty. Knowledge of and the ability to apply basic methods and procedures used for research and statistical analysis. Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques. Ability to make independent decisions, exercise sound judgment, handle multiple priorities, and organize and plan work assignments. Ability to compile, write, and present reports related to program or administrative specialty. Demonstrated ability to establish and maintain cooperative working relationships.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.

Preferred Qualifications

2 - 4 years of experience in a dynamic and fast-paced human resources, payroll, or accounting environment. Familiarity with working in a bargaining unit setting. Experience in higher education institutions, preferably within the CSU system.
