Description
GeneralThe Operations Contract Administrator reports to the Manager, Bus Contracts, and is responsible for the development and compliance of multiple third-party contracts of the San Mateo County Transit District.
Essential Functions & Duties- Manage fixed route, paratransit, shuttles, microtransit, and other third-party contracts.
- Answer inquiries regarding operation from both internal and external customers.
- Investigate, identify and correct operational problems.
- Develop operational and technical provisions for each service agreement.
- Work with assigned department staff to monitor contract compliance such as monitoring field inspection activity and review reports or writ- ups.
- Design campaigns to encourage superior performance, and providing feedback to contractors for continual improvement, especially in safety-related areas.
- Work directly with private and public entities on route development, scheduling, and reporting on service quality.
- Track budgetary expenditures throughout the year. Prepare monthly reports for assigning performance bonuses or liquidated damages based on contractor performance criteria established in contractual agreements.
- Represent the Bus Contracts Department at consumer advocacy forums, various committee meetings, city council meetings, and SamTrans Board of Directors meetings. Attend meetings with various agencies, both private and public, and city council in development of routes and schedules, coordinates schedule changes with SamTrans and SMCTA planning teams, third-party contractors, other transit providers.
- Collect, organize, and complete monthly, quarterly and annual reports.
Examples of Essential Duties: - Provide effective team leadership to department staff that incorporates the District’s core values. Provide on-going staff mentoring in application and practice of business ethics while fostering personal growth.
- Review and retrieve information in the Vector EHS Management, Business Intelligence and other District-related databases.
- Conduct inspections of property and equipment at sites in and around District service area in a variety of weather and road conditions.
- Monitor bus maintenance and substance abuse programs of contractors through frequent random and regular inspections of equipment and records.
- Represent the District at community meetings and serves as SamTrans representative on the multi-agency consortiums.
- Represent SamTrans in contract compliance issues, always keeping the best interests of SamTrans at the forefront of priorities.
- Collaborate with Accessible Services staff in quality oversight of paratransit service for the senior and disabled community under ADA rules and regulations.
- Perform all job duties independently and with the upmost professional discretion.
- Responsible for intra-department training in: PeopleSoft, Microsoft Office, and Adobe Acrobat. Also responsible for general business systems training for department staff.
- Plan and operate special event transportation services for Bus Contracts.
- Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
- Perform other duties as assigned.
Minimum QualificationsSufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, full time work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
- Associates degree in transportation, business or related field.
- At least four (4) years of bus operations management, training, or supervisory experience.
- Must be able to possess a Valid California driver’s license.
- Capable of conducting inspections of property and equipment at sites in and around District service area (San Mateo County, Santa Clara County & San Francisco County) in all types of weather and road conditions.
Preferred Qualifications: - P roficiency in Microsoft Word and Excel.
- Public transportation experience.
- Proven experience utilizing math in the workplace (e.g. money counting, forecasting, data analysis, scheduling, etc.)
- E xcellent oral and written communication skills.
- P ossess the ability to perform detailed work with a high degree of accuracy, thoroughness and independence.
- Able to represent the District in contract compliance issues.
- Valid California driver’s license with a safe driving record preferred.

$103,491.00 - $155,233.00 Annually
