Innovation and Technology Department is seeking a professional
IT Finance Officer. In direct support of the Chief Finance Officer, the incumbent will provide administrative support on fiscal and budgetary matters. This position will assist in the planning and organization of administrative and support services for the department, including accounting, fiscal and budgetary functions, contract development and administration, purchasing, staffing, and coordination with the County Policy and Standard Practice Manual.

Job Duties may include:
- Prepare and administer multiple-funded department budget; make estimates, projections, narratives, justifications, and adjustments; direct the monitoring and control of all expenditures, receipts, and inventory. Serve as a key advisor to management staff on budgetary issues.
- Develop service rates, forecast revenue, and determine annual budget amounts for customers.
- Oversee department service billing function and accounts receivable.
- Present or assist in presenting the department budget to County Administrative Office/Board of Supervisors staff.
- Oversee department procurement process including request for proposal and contract negotiations, development and administration, and preparation of Board of Supervisor agenda items.
- Analyze existing fiscal management policies, practices and systems; develop and coordinate all fiscal policies for the department.
- Advise on the acquisition of countywide computer equipment; perform or review cost/benefit and feasibility analyses of equipment; investigate vendor reliability; analyze purchasing methods and negotiations.
- Coordinate and negotiate resolution of fiscal audits of the department and distributed information technology costs undertaken by the county, state, or federal authorities; act as liaison between regulators and departments.
- Plan, assign, and supervise the work of a diverse staff. Make hiring decisions, provide for training, evaluate work, prepare performance evaluations, and discipline staff.

CONDITIONS OF EMPLOYMENT
Pre-Employment Process: Incumbents must pass a background investigation, which includes fingerprinting, work history & education check, as well as a job-related physical exam and drug screening.

Minimum Requirements EXPERIENCE: Three (3) years of professional-level governmental accounting and finance experience with administrative oversight for financial analysis, budget management, and internal service fund rate calculations. Must include at least one (1) year of supervisory experience.
-AND- EDUCATION: A Bachelor's degree or higher from an accredited college or university in finance, economics, accounting or public/business administration, or other relevant field.
Note: Qualifying degrees must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. In addition, degrees completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at the college or university accredited by an accrediting association recognized by the United States Department of Education.
Desired QualificationsThe ideal candidate will possess a Master's Degree in a related field, along with extensive experience in governmental accounting, cost accounting, and development and administration of a department wide budget.
