ABOUT THE POSITION

Marin’s Substance Use Services team, which is within the Department of Health and Human Services, Division of Behavioral Health and Recovery Services, is committed to addressing substance use and related impacts in Marin County. The Substance Use Services team values collaboration and sees it as a critical component in effectively carrying out its objective to design, implement and manage an effective and culturally responsive continuum of prevention, intervention, treatment, and recovery support services.

We believe that prevention works, treatment is effective, and recovery is possible. This is an administrative position working in a small and dynamic high-performing team. The position is responsible for contract management including monitoring and evaluation of services, program planning, performing quality assurance activities, assessing compliance with relevant laws and policies, writing reports, and making policy and program recommendations to Division management and contractors. The position will also be responsible for the day-to-day coordination of Adult Drug Court including attending weekly court and staffing, grant required reporting and attending annual conferences and training. This position will also assist with system and program-level strategic planning efforts, providing training and technical assistance to community partners, and assisting with implementation and monitoring of Drug/Medi-Cal services.

Health and Human Services has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. An option to telework up to three days per week and work the remaining days onsite in San Rafael, CA is available; however, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. While onboarding and training, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

ABOUT YOU

Our Highly Qualified Candidate:

The ideal candidate possesses knowledge of and experience in program development, evaluation and contract monitoring, Collaborative Courts, and using performance and outcome data for the purpose of continuous quality improvement. The successful candidate will have the ability to prioritize and make sound, independent decisions, be team-oriented, and demonstrate strong leadership abilities. The ideal candidate is highly organized and independent, has experience working with diverse populations, and has the interpersonal skills and analytic ability to formulate clear recommendations—verbally and in writing—to administrative management staff and to community partners. In addition, the ideal candidate will also have experience in administering Drug/Medi-Cal, federal managed care and/or behavioral health services.

Minimum Qualifications
Equivalent to graduation from an accredited college with a Bachelor's degree in a field closely related to the assigned program(s) and three years of experience providing community, educational or related services, which one year includes responsibility for program administration, planning, monitoring and evaluation. Additional related experience may substitute for the education on a year for year basis.

A graduate degree in a field closely related to the assigned program(s) is highly desirable.
