Department of Public Health is inviting candidates to apply for the position of
Geographic Information Systems (GIS) Analyst II*. Under general supervision, this role will leverage GIS technology to optimize business processes and enhance the delivery of public health services. The successful candidate will be integral to the planning, organization, coordination, and implementation of the department's GIS infrastructure and its related applications.
Under general direction essential duties will include:
- Develop, maintain, and enhance the department's GIS infrastructure to meet department-wide mapping and customer service objectives.
- Support GIS data projects related to public health services across all programs, including but not limited to Environmental Health Services (Community Environmental Health, Land Use, Mosquito and Vector Control), Communicable Disease Section, Animal Care, Family Health Services, and Community Outreach & Education.
- Participate in the long-term development and enhancement of the department's GIS technology.
- Lead and perform GIS duties, providing technical expertise and support assistance to both internal and external stakeholders.
- Perform other related duties as assigned.

CONDITIONS OF EMPLOYMENT Pre-Employment Process: Applicants must successfully pass a background check and a job-related physical exam, including a drug test, prior to employment.
Travel: Travel throughout the County may be required. A valid California Class C driver's license and automobile insurance must be produced at the time of hire and maintained.

Minimum RequirementsExperience: Two (2) years of experience performing GIS mapping and analysis, and one (1) year managing GIS related projects. Experience may be concurrent.
-AND-Education: Thirty (30) semester (45 quarter) units of completed college coursework in information technology, business administration, GIS or a closely related field. If no Bachelor's degree in a qualifying field is held, a list of completed coursework is required.
Substitution : One (1) year of additional qualifying experience may substitute for thirty (30) semester (45 quarter) units of education.
Desired QualificationsThe ideal candidate will possess:- Prior work experience in the health sector, applying GIS principles to better understand overall health, burden of disease, populations most at risk, etc., and inform strategies for outreach, education, and resource allocation.
- Proficiency in the Esri suite of applications (ArcGIS Pro, ArcGIS Online, ArcGIS Dashboards, ArcGIS Experience Builder, ArcGIS Hub, ArcGIS StoryMaps, etc.), data engineering, data analytics and problem-solving technical issues.
- Coding/programming experience, especially in SQL and Python.
- Advanced knowledge of business analysis tools and methodologies, and the capability to understand the entirety of a problem and formulate solutions that address the clients’ needs.
- Excellent interpersonal, collaborative, and leadership skills.
- Demonstrate project management skills, including interacting with end users and program staff.
- Problem solving skills, resourcefulness, strong work ethic, ability to identify client needs to comprehend full scope of work.
