DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The purpose of the Formal Procurement (Specifications) Section is to process formal (>$100,000) requests for procurements for the Houston Airport System (HAS) and determine the best methodology for such procurements. The Section works with HAS business units to develop statements of work, specifications and related documents to advertise solicitations for new and renewal contracts. Additionally, the Section works with the Strategic Procurement Division (SPD) to process new and renewal service procurements as well as Interlocal, Cooperative purchasing, and other direct award agreements greater than $100,000.00.

The purpose of this position is directing the management, coordination, implementation, administration and operation of the HAS Formal Procurement Section. The division manager (DM) will be responsible for the procurement of materials, services, professional services, construction, and concession contracts on a competitive basis. The DM will manage, train, develop, counsel, and evaluate his/her staff’s performance. The DM will establish policies, procedures, guidelines, and project schedules for all projects. The DM will manage the HAS procurement management systems. The DM will ensure contract specification development and solicitation activities are in accordance with best practices, while providing responsive customer service. The DM will ensure compliance with local, state, and federal laws and regulations. “Candidates must be able to obtain all security required badge access including CBP access within 6 months from the hire date.”
Duties and responsibilities for the Division Manager include but is not limited to:
  • Directs and oversees the daily operations of the HAS Formal Procurement and (Specifications) Section, including the planning, development, coordination, review, and processing of formal procurement and contract actions.
  • Manages, trains, develops, counsels, mentors, and evaluates procurement staff; establishes performance expectations and professional development plans; assigns workload; monitors productivity; and ensures appropriate staffing and resources are available to meet organizational priorities.
  • Provides strategic direction and technical guidance to procurement professionals and HAS business units regarding procurement methods, solicitation strategies, contract structures, specifications, scopes of work, evaluation criteria, and procurement schedules.
  • Reviews procurement requests and determines appropriate procurement methodologies based on the nature, complexity, estimated value, risk, funding source, operational requirements, and applicable City, state, and federal procurement requirements.
  • Oversees the development, review, and approval of statements of work, scopes of services, technical specifications, performance requirements, deliverables, pricing structures, evaluation criteria, and other solicitation documents.
  • Establishes and monitors project schedules for procurement activities and ensures solicitations, renewals, amendments, evaluations, awards, and related procurement actions are completed within established deadlines.
  • Coordinates with HAS business units, Strategic Procurement Division, Legal Department, Finance, project management personnel, technical subject matter experts, and other stakeholders to resolve procurement issues and facilitate successful contract execution.
  • Develops, implements, and maintains procurement policies, procedures, guidelines, internal controls, standard operating procedures, templates, and best practices to improve consistency, efficiency, accountability, and compliance.
  • Ensures procurement and contract activities comply with applicable City of Houston ordinances, policies and
  • procedures; Texas statutes and regulations; federal laws and regulations; FAA requirements; grant requirements; and other applicable governmental requirements.
  • Provides oversight and guidance for competitive procurement processes, including Invitations to Bid, Requests for Proposals, Requests for Qualifications, Requests for Competitive Sealed Proposals, and other applicable solicitation methods.
  • Oversees the development and review of solicitation packages to ensure requirements are clear, complete, measurable, commercially reasonable, and structured to promote fair and meaningful competition.
  • Reviews and evaluates proposed procurement strategies, specifications, contract terms, pricing methodologies, insurance requirements, bonding requirements, performance standards, and other contractual provisions to identify and mitigate potential procurement and contract risks.
  • Manages and negotiates procurement terms and conditions with potential vendors and contractors, in coordination with Legal and other appropriate stakeholders, to protect the interests of HAS and the City of Houston.
  • Oversees the development, review, negotiation, and processing of contracts, amendments, renewals, extensions, letters of agreement, interlocal agreements, cooperative purchasing agreements, and other procurement-related documents.
  • Coordinates with the Strategic Procurement Division on new and renewal service procurements, including procurements exceeding applicable dollar thresholds and those requiring specialized procurement expertise or formal approval.
  • Provides oversight of Interlocal and Cooperative Purchasing Agreement procurement activities and ensures appropriate documentation, approvals, pricing, terms, and compliance requirements are satisfied.
  • Serves as a liaison between HAS, City departments, governmental agencies, regulatory organizations, vendors, contractors, consultants, and other external stakeholders concerning procurement and contract matters
  • Performs other duties and special projects as assigned by the Manager.

WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

SUBSTITUTION
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES
Preference will be given to applicants with professional procurement experience in specification development, contract terms and conditions, and procurement processes. Proficient in Microsoft Office products (Word, Excel, PowerPoint, and Outlook). Consideration will be given to applicants with previous extensive contract and procurement experience with the ability to interpret contract language and requirements. The ideal candidate will have experience in the supervision / management of procurement processes and procedures. Professional procurement and/or contract management certification is a plus (CPPB, CPPO, CPCM, CPM etc.).

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **
