The San Diego Housing Commission is seeking an experienced financial leader to oversee the Financial Services Department's activities and operations. The Senior Vice President/Chief Financial Officer (SVP/CFO) will manage a team of 29 staff members and will be responsible for all financial functions, including budgeting, accounting, payroll, audits, risk management, and grants. Serving as the top fiscal advisor to the organization, the SVP/CFO will also oversee SDHC’s investment portfolio and excel at combining a high-level strategic approach with strong technical expertise in a robust, dynamic environment.

Job Description

As a member of the executive leadership team, the Senior Vice President and CFO is a critical advisor to the CEO, COO, and other peers in the organization on developing financial resilience to meet SDHC’s business needs and strategic goals, including long-term fiscal stability to continue to provide housing assistance for households with low income in the City of San Diego. As a public-sector finance professional, the SVP/CFO will have an unquestionable sense of integrity, an inherent commitment to stewarding public funds, and the political acumen to effectively position the organization for success. SDHC is looking for a proven strategic leader to oversee and execute the activities and operations of the Financial Services Department, composed of 29 staff (including 14 managers) in the areas of accounting, payroll, budget preparation, auditing, risk management, audit compliance, administration, cash management, financial analysis and projections, and investments, as well as SDHC’s nonprofit development arm, Housing Development Partners (HDP).

Job Requirements

This executive-level position requires a Bachelor’s degree and 10 years of progressively responsible experience with a public agency (i.e., city, county, housing authority, special district, or federal) with at least 3 years of supervisory experience.

Additional Information

The annual salary range for this position is $172,680 to $268,346 with excellent benefits. The SVP/CFO will be offered a hybrid work schedule that includes a 9/80 compressed work schedule, with alternating Fridays off. Relocation cost recovery for the selected candidate may be included.

Pension Plan Defined Contribution Plan (Non-CalPers) is 14% of earnings; fully vested after 4 years based on 1,000 hours of service, July 1 to June 30.  Pension vesting credit is provided for prior public agency service with a California Government entity, or Housing Authority in the U.S. Transfers from qualified plans are accepted, subject to certain conditions.
