Description
Position: Juvenile Case Manager/Deputy Court Clerk
FLSA: Non-Exempt
Department: Municipal Court/Finance
Work Site: Municipal Building
Schedule: 8 hours per day, as specified by the Court Administrator.
Reports To: Municipal Court Clerk

Job SummaryUnder the direction of the Municipal Court Administrator, the employee is responsible for setting and maintaining the court docket for all juvenile-related cases, as well as being in attendance with the Judge on all juvenile hearings. Employee is also responsible for tracking, maintaining, preparing documents, and processing all juvenile-related cases. Employee is responsible for scheduling and supervising juveniles required to complete community service. Employee is required to perform tasks related to accounting for and disbursing funds received for payment of fines as well as assisting persons at the counter and by phone and providing administrative and support duties efficiently, fairly, and impartially while adhering to City, State, and Federal guidelines.
Roles & Responsibilities - Provides case-related services to juvenile defendants before Municipal Court.
- Assists the Court in creating and administering its juvenile dockets.
- Ensures that juvenile defendants and parents are educated on court processes and orders.
- Manages all court-related juvenile programs.
- Provides timely reports on case information and recommendations relevant to assisting the Judge in making decisions that are in the best interest of juvenile defendants.
- Performs intake duties on complaints filed on juvenile defendants to gather information to provide pre-sentence assessments of the juvenile's needs and risk level and to make sentencing recommendations; coordinates with the Municipal Judge, Police Department, school administration, and other governmental agencies' assessments of the needs of juveniles and their families.
- Maintains contacts with defendants, parents, officers, community resources, and other governmental agencies in order to monitor juvenile offender activities, behavior, and compliance with court orders, and to provide referrals to community resources.
- Identifies and builds relationships with various community resources and programs to establish a network of support services for juveniles and their families.
- Develops and manages a process of monitoring juvenile defendants through a case plan.
- Coordinates and monitors court-ordered community service activities; prepares community service paperwork for scheduling and supervising defendants not able to be placed in traditional community service locations; contacts organizations willing to accept juvenile community service workers.
- Processes and maintains juvenile defendant cases in the court's case management systems to include all court actions and orders, and notes contacts with juvenile defendants and their parents.
- Prepares reports and data requested by the Municipal Judge.
- Assists the Municipal Judge with court proceedings; maintains absolute confidentiality of all records and information.
- Prepares monthly statistical information and other information for court reports.
- Attends a minimum of twelve (12) hours per year of specialized training related to juvenile case management.
- Complies with the juvenile case manager code of ethics.
- Makes presentations at school assemblies and in classrooms at all levels of the school system inside the City limits at least quarterly during the school year; develops and presents age-appropriate presentations to students at school.
- Other related duties as assigned by the Judge and/or Court Administrator.
Knowledge, Skills, and Abilities - Good knowledge of and ability to perform basic arithmetic.
- Ability to read, understand, and follow court policy and procedures, City Personnel Policy, Transportation Code, Penal Code, Code of Criminal Procedure, City Ordinances, and Legislative Updates as pertains to Municipal Court.
- Working knowledge of clerical and modern office procedures and practices.
- Ability to work with the general public and handle adverse situations as they may occur.
- Ability to work with various departments within the City as well as attorneys, other government agencies, school representatives, non-profit organizations, etc.
- Ability to communicate effectively with the general public.
- Ability to write records, reports, and receipts; ability to complete forms.
- Working knowledge of personal computers, printers, and peripheral office equipment such as cash register, calculator, faxes, copiers, and other equipment.
- Regular, reliable, and punctual levels of attendance are essential job functions and expectations of this position.
Physical Requirements - Ability to sit for extended periods of time in order to input information in the computer system and retrieve computer data.
- Ability to stand, push, pull, bend, stoop, and kneel while opening file drawers to place or retrieve materials such as documents and/or files; ability to lift and carry files or boxes weighing up to 5 pounds.
- Ability to speak clearly in non-emergency situations over the telephone and in face-to-face contact.
- Fine dexterity with fingers and hands required to handle items and to operate computer, cash register, and calculator.
- Ability to reach to perform activities at desk; ability to reach overhead in order to obtain files, books, and supplies from cabinets and shelves.
- Ability to stand for long periods of time in order to supervise community service workers in the field.
Environmental Conditions - Work is primarily performed indoors in an office setting with occasional requirement to be outdoors. There are no major environmental or safety hazards.
- Work may be subject to frequent changes of tasks, working closely with others as part of a team, performing multiple tasks simultaneously, noisy/distracting environment, and dealing with irate people.
- Work may be tedious and exacting when typing monthly reports and inputting data into computer.
Minimum Qualifications - Above knowledge and skill may be obtained by a High School diploma or GED and one year of responsible clerical experience involving typing, operation of personal computer, and compiling data; six months of experience accounting for and disbursing monies; and six months of experience involving heavy contact with the public, OR by any combination of training and experience leading to the described level of knowledge and skill.
- Required to attend annual education training.
- Level I Clerk Certification a plus; must have the ability to obtain Level I certification within 18 months of employment.
- Due to the nature of the position, employee must have a clear criminal history background.
