Description
ABOUT THE POSITIONThe Clark County Business License Department is seeking qualified candidates to apply for the Business License Agent I/II position. This position performs field and office inspections and investigations to ensure that businesses operate in compliance with County codes and regulations. The work schedule will include nights and weekends. Duties include enforcement related to sidewalk vendors, including the destruction and disposal of unpermitted prepared food.

Business License Agent I: $28.15 - $41.52 Hourly Business License Agent II: $30.38 - $44.84 Hourly TheBusiness License Agent I is a training underfill position, upon successful completion of the training program the successful candidate will be non-competitively promoted to Business License Agent II.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTSEducation and Experience:
Business License Agent I - Associate's Degree with major course work in Business or Public Administration, Law Enforcement, Accounting or a field related to the work, AND two (2) years of full-time experience in regulation enforcement, revenue collection or investigations, preferably in a public agency setting. Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis.
Business License Agent II - In addition to the above, minimum of one (1) year of full-time experience in business license inspection and investigation or in a similar investigative capacity.All qualifying education and each experience must be clearly documented in the “Education” and “Work Experience” sections of the application.

Working Conditions: May be exposed to difficult customers and/or confrontational situations may arise while conducting investigations in public. The agent may be required to work independently in the field. Following a training period, this position may be assigned to an alternative work schedule with a combination of day and swing shifts, including weekend shifts. The schedule may be subject to change at the sole discretion of management based on operational needs.
Licensing and Certification: Possess a valid Nevada Class C driver's license at time of appointment.
Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.
Citizenship: Candidates must be legally authorized to work in the United States.

EXAMPLES OF DUTIES- Conducts a variety of on-site inspections for proposed and existing businesses across the full spectrum of licensees to verify that such businesses are in compliance with County codes and regulations; when irregularities are found, determines most appropriate remedial actions including collection of all fees in accordance with relevant code section and ensure the business operations conform to all relevant regulations.
- Locates unlicensed businesses or businesses which have a change of ownership, location or business name and initiates appropriate changes in documentation; issues notices of non-compliance, misdemeanor certifications or cease and desist orders as required.
- Reviews and investigates specified applications to be submitted to the Gaming and Licensing Board; reviews written documentation concerning business history, ownership and financing; prepares recommendations and outlines concerns to the Board as required.
- Confers with legal staff regarding licensing violations; testifies before the County liquor and gaming board, an administrative hearing office or in a court of law as required.
- Determines, receipts and collects appropriate fees and penalties, including audit fees; collects returned checks, delinquent room taxes and other problem payments; balances payments received on a regular basis.
- Performs overt/covert investigations of businesses operating illegally or in a manner inconsistent with the public's health, safety, morals or welfare; may conceal identity and work in hostile environments.
- Confers with department and legal staff regarding license code interpretation and procedure application; provides factual information to existing or potential businesses regarding such codes and procedures; assists in applicants in completing forms and providing required information.
- Prepares a variety of notices, reports of investigations, correspondence and other written materials.
- Maintains accurate records and files of and prepares periodic or special reports related to the work performed.
- Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
- Conducts inspections of and enforces regulations related to roadside or event vendors, garage sales and other short-term activities.
- Uses standard office equipment, including a computer, in the course of the work.
- Drives a personal or County motor vehicle to inspect business work sites, deliver documents and attend meetings.
PHYSICAL DEMANDSMobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to visit inspection sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
