Job Description:Public Involvement and Property Acquisition ManagerPurpose:Under minimal direction, plan, coordinate and direct the activities of a division engaged in the acquisition and management of property or easements, systems development and expansion plans, including contract negotiations, permit coordination and associated community involvement.
Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Oversees the operations of Public Involvement & Real Estate Services business to include easement and property acquisition, land surveying, permitting, and contract negotiation.
- Determines goals, objectives, and resource requirements for activities within the division. Coordinates division activities with other divisions/departments.
- Develops, revises, and implements standard operating practice, policy, and procedure governing the division.
- Provides oversight and coordination of neighborhood association meetings, and staff presentations to executive leadership, the city manager's office, City Council, and other city departments.
- Provides Public Utility Commission of Texas (PUC), regulatory coordination regarding distribution and transmission services and service area boundaries.
- Prepares, presents, and monitors budget, and ensures division operates within appropriated budget.
- Conducts meetings with neighborhood associations regarding project notification for major projects. Projects may include electric transmission, distribution, and generation.
- Reviews and evaluates contracts and other legal documents. Negotiates contract terms, fees, etc
- Reviews and evaluates survey information, development permits required for completion of projects from city, county and state governments, real property and permit document research.
- Reviews and evaluates activities between staff and electric transmission and distribution design teams to produce cost effective designs with minimal easement or property acquisition costs.

Minimum Qualifications:- Graduation with a bachelor’s degree from an accredited college or university with major course work in a field related to Business Administration, Public Administration, Planning, Real Estate, and Engineering or in a field related to the job, plus six (6) years' experience in a field related to the job, two (2) years of which were in a supervisory or managerial capacity.
- Master's degree may substitute for experience up to two (2) years.
Licenses and Certifications Required:None.
Preferred Qualifications:- Experience working with local, state, or federal government in a real estate capacity.
- Experience working with utility providers.
- Experience supervising professionals in acquiring and managing property or easements.
- Experience presenting complex issues to Executive Management, City Council, and Boards and Commissions.
- Ability to travel to more than one work location.
Notes to Candidate:Position Overview:This position will be responsible for providing program oversight, planning, management, and operations of the Electric Utility Support Group (EUS) of the Austin Financial Services Real Estate Division, including easement and property acquisition, land surveying, permitting, and contract negotiation in support of the City of Austin's real estate transactions. This position will also be the primary point of contact for external and internal customers regarding Austin Energy's real estate needs. In addition, the position will provide regulatory coordination to the Public Utility Commission of Texas (PUC) regarding distribution and transmission services. This position will supervise one Real Estate Supervisor in the EUS Transition and Distribution team. This position will report to the Real Estate Division Chief of Austin Financial Services. The top candidate must be able to manage competing priorities and projects in a fast-paced environment and have excellent communication skills.
Note: Employees of AFS-Real Estate Services are prohibited from ownership of a business related to real estate and from conducting work related to real estate, as this presents a conflict of interest for employment with the City of Austin.
Pay Range:$97,450.00 - $125,200.00
Hours:Monday - Friday; 8:00 a.m. to 5:00 p.m.
Telework opportunities may be available after an initial training period. Work schedules are implemented to meet the requirements of the department and are subject to change based on business needs.
