TEMPORARY District Director, Trade and Training
Description
Under the administrative direction of the Vice Chancellor, Educational Services & Institutional Effectiveness and in accordance with the provision of the Education Code, the rules and regulations of the Board of Governors of the California Community Colleges, and the policies of the District, the District Director, Trade and Training provides leadership for the District’s Training Institute and International Trade program and leads its efforts in business and trade development, both domestic and international, in order to increase, expand and/or enhance workforce training opportunities for students, faculty, and community members.
- Plans, organizes, directs, controls, integrates, and evaluates the work of assigned professional, technical and support staff; with management, faculty and staff, develops,implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; manages and directs the development, implementation and evaluation of plans, work processes,systems, and procedures to achieve annual goals, objectives and work standards.
- Directs and manages the performance of team leads and staff; directs and oversees the selection of staff; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development, including timely performance evaluations; ensures accurate reporting of absence time; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Boardpolicies, Administrative Regulations, Human Resources procedures, Personnel Commission Rules, and collective bargaining agreements.
- Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department’s and the District’smission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
- Plans, organizes, controls, directs, and develops contract training programs, selected special programs, and operations of trade development; advises the District’s leadership on international site development and contractual partnerships and establishes local and international initiatives; provides creativity, leadership and vision in the development of strategic plans and program development plans for the District’s contract training programs and global and international programs, including marketing, recruitment and engagement strategies; conducts ongoing evaluation of programs and improvement efforts towards achieving program goals and objectives.
- Plans, organizes and implements a variety of no-cost or low-cost programs and services forCalifornia-based food processing, agri-business and manufacturing industries; develops consultative training programs; advocates on behalf of the industry to increase trade;oversees program and grant application, implementation and tracking.
- Leads and hosts international trade missions to match international buyers and importers with California buyers and exporters on behalf of various organizations and/or agencies such as the Western United States Agricultural Trade Association (WUSATA), the U.S.Agricultural Trade offices, U.S. Embassies, U.S. Department of Agriculture and/or private delegations.
- Works in collaboration with the District administrators, International Education, all collegesites, and private industries to identify, provide, develop, and implement grant-funded and third party-funded trade and training programs for local and international initiatives to increase, expand and/or enhance training opportunities for the community.
- Monitors and evaluates the department’s not-for-credit and select non-credit programs in partnership with the colleges for quality, effectiveness, compliance, and student success;leads continuous improvement efforts for effective and efficient delivery of not-for-credittraining programs.
- Manages the marketing, advertising and promotion of the District’s trade and training programs; travels both domestically and internationally as needed in order to advance the District’s programs.
- Oversees all financial activities of the department, including budget development, budget monitoring and control, and expenditures; prepares timely, periodic reports as required bythe District; ensures grant and program compliance of operations through policies,procedures and program evaluations.
- Serves as an advocate for District international trade activities that impact the region and its regional employers and acts as the primary point of contact for contract training activities for businesses, industries, governmental agencies, internal stakeholders, and international trade; develops partnerships and leverages resources to effectively serve the community.
- Plans and facilitates meetings with community leaders, business owners and CEOs of local companies and develops region-wide associations with chambers of commerce, economic development organizations and other associations to strengthen the economic environment in local communities utilizing District programs and services.
- Recommends, develops, implements, and revises policies, procedures and operational guidelines to improve and/or clarify processes.
- Interprets, applies and ensures compliance with all international, federal and state laws,international import/export rules and regulations, applicable program policies, procedures,guidelines and reporting requirements; remains current on applicable legislative decisions and developments; ensures accuracy and validity of program tracking and data; develops,maintains and audits spreadsheets, databases and reports; utilizes third-party portals and databases to research and track student information.
- Stays abreast of new trends and changes in international trade and contract training programs; researches and analyzes the trade and training needs of the local business community as well as high growth industries in the region, state, nationally, and internationally to provide information to students, staff, faculty, management, and the public.
- Serves on or leads committees, workgroups and taskforces; represents the District and fosters local, state and international affiliation by participating in trade associations, program training and development, and professional group meetings as needed; makes presentations to various groups within the District, other educational institutions, businesses,community organizations, and governmental agencies.

EDUCATION AND EXPERIENCEGraduation from an accredited college or university with a Bachelor’s degree and at least seven years of increasingly responsible experience in international trade, global business administration, global logistics, foreign market research, grants management, or business and marketing plan development; or an equivalent combination of training and experience. A Master’s degree is preferred and may be substituted for two years of experience.
The referenced experience would likely be gained working with domestic and international contract educational training programs, development, facilitation and management of not-for-credit and/or noncredit career development training programs, grant-funded program management, California industrial and agricultural commodities and international trade or experience living or working outside of the United States.
A background in community college education is preferred.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTSCertain assignments may require a California driver's license and the ability to maintain insurability under the Districts vehicle insurance program.
A valid passport and the ability to engage in international travel are required.
