Position DutiesSan José Mineta International Airport is seeking a highly analytical and detail-oriented Airport Revenue Program Manager to lead the financial management, reporting, and forecasting of all airport revenue streams. This role will serve as a key finance partner across the organization, responsible for revenue tracking, forecasting, rate-setting methodologies, and financial performance reporting.
The ideal candidate brings strong financial acumen, technical modeling expertise, and the ability to translate complex data into clear, actionable insights that support financial planning, compliance, and operational decision-making.
Key Responsibilities
Revenue Management & Reporting
- Oversee comprehensive tracking, reconciliation, and reporting of all airport revenue streams (aeronautical and non-aeronautical)
- Develop and maintain dashboards and reporting tools to provide timely and accurate performance insights
- Ensure data integrity across financial and operational system
- Experience with Airport Revenue components such as PFC, CFC, Parking, concessions, and fuel
Forecasting & Financial Planning
- Design and implement a robust, scalable revenue forecasting process to capture all components of the Airport revenue ecosystem
- Partner with Finance and operational teams to align forecasts with budget and long-range planning cycles
- Continuously refine forecasting assumptions based on trends, airline activity, and market conditions
Rates & Charges / Airline Agreements
- Develop, maintain, and update the airport’s Rates & Charges model
- Support airline rate-setting, cost recovery methodologies, and compliance with regulatory and use agreement frameworks
- Provide financial analysis and scenario modeling to support airline negotiations and strategic decisions
- Be the primary key revenue and modeling expert for the upcoming Airline Lease and Use negotiations
Customer Facility Charge (CFC) Program Management
- Build and maintain the CFC model, including forecasting collections, coverage ratios, and debt service implications
- Support compliance, reporting, and financial planning related to rental car facility funding structures
Financial Reporting & P&L
- Support preparation of monthly, quarterly, and annual financial reports
- Analyze revenue variances to budget and forecast, providing clear insights and recommendations
- Contribute to overall P&L management, with a focus on revenue performance, cost recovery, and financial sustainability
Revenue Metrics and Contracts analysis support
- Responsible for Parking Revenue Metrics
- Design and maintain Airport end-to-end revenue metrics
- Consolidate all Airport Revenue analytics into actionable reports and dashboards
Internal Audit
- Oversee internal Audit function
Ad Hoc Projects
- Participate in modeling effort for the Airport Bond Refunding process
- Support additional financial requests on an ad hoc basis
SALARY INFORMATION: The total salary range for this classification is:
$134,490.72 - $174,851.04 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

Minimum Qualifications Education and Experience Bachelor’s degree in a closely related field AND five (5) years of directly-related experience, including two (2) years of supervisory experience.

This Airport position requires a background check and a Transportation Security Administration (TSA) check. The candidate must be fingerprinted and qualify under all applicable TSA and Airport regulations.
Desirable Qualifications- Bachelor’s degree in Finance, Accounting, Economics, or related field (MBA or CPA preferred)
- Experience in financial analysis, revenue management, or airport/aviation finance required
- Strong experience with financial modeling, forecasting, and data analysis
- Deep expertise of Airport Rates & Charges methodologies and airline agreements required. Specific hands on and scenario experience with both residual and compensatory airport models required.
- Knowledge of Airport lease agreement components and of the airlines negotiations process
- Experience with CFC or similar funding structures and processes required
- Advanced proficiency in Excel and financial systems; experience with FMS, preferred
- Deep financial acumen and ability to design robust and insightful financial models
- Exceptional communication skills with the ability to influence cross-functional stakeholders
