SummaryThe City of Lancaster Human Resources Department is offering an outstanding opportunity for an experienced and strategic leader to serve as our Human Resources Generalist - Risk Analyst. This key leadership position is responsible for protecting City employees, operations, and assets through the development and administration of comprehensive risk management, safety, workers’ compensation, and compliance programs. The successful candidate will provide forward-thinking leadership, foster a culture of safety and accountability, and collaborate across departments to proactively identify, assess, and mitigate organizational risk.
The ideal candidate is a confident communicator and relationship builder who can work effectively with executive leadership, department directors, employees, legal counsel, insurers, brokers, and external agencies. They will have experience managing complex claims and insurance programs, interpreting laws and regulations, developing policies and procedures, and delivering training and guidance to diverse stakeholders.
Essential Duties and ResponsibilitiesHuman Resources provides exceptional internal and external customer service in support of the City’s Mission Statement and Core Values. Human Resources supports City departments and employees in all aspects of talent management and development, including recruitment, selection, training, and professional development. Human Resources oversees a variety of operational functions, including employee relations, health and retirement benefits administration, risk management, disability leave and return-to-work management, and classification and compensation.
The Risk Management Division is responsible for managing the City’s risk-related programs. Risk Management develops, administers, and coordinates citywide liability insurance and risk management programs, including workers’ compensation, liability claims administration, loss prevention, and employee safety.
In this role, you will:
- Lead and oversee the City’s Risk Management Division
- Provide expert guidance on risk, insurance, safety, and compliance
- Direct claims management, workers’ compensation, and loss prevention programs
- Partner with City leadership, departments, elected officials, and external agencies
- Oversee safety initiatives, and risk mitigation strategies
- Manage division staff, budget, and critical programs
- Support contract review, insurance coverage, and capital project risk needs
- Promote a culture of safety and accountability across the organization
- Responsible for ADA and FMLA
- Reviews, oversees, and monitors contracts between the City and third-party administrators for workers' compensation and liability claims; ensures compliance with contractual terms and conditions, and local, state
- Supervises staff providing risk analysis, risk management, loss prevention, loss control, a nd claim settlement services.
Education and/or Experience- [REQUIRED]Bachelor's Degree in Human Resources or related field (Business) (8 years of exp. will be accepted in lieu of degree)
Preffered Experience - Three (3) years of experience in governmental Human Resources preferred
- Knowledge of laws, regulations, and best practices related to Human Resources
- Working knowledge of HRIS systems, including online application systems, strongly preferred
- Strong analytical, problem-solving, and detail-oriented skills, with the ability to identify trends, assess organizational needs, and research and develop innovative solutions, proposals, and programs
- Strong proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint
- Excellent verbal and written communication skills, with the ability to gather information and clearly explain policies, procedures, and requirements using appropriate grammar and professional vocabulary
- Ability to handle highly sensitive and confidential information with discretion and professionalism
- Ability to gather data from multiple sources, evaluate accuracy and relevance, recommend potential solutions, and present information in a clear and understandable format for a variety of audiences
- Ability to work independently and effectively plan, organize, and prioritize work to meet deadlines
- Ability to establish and maintain effective working relationships with employees, management, and the public
