Description WHAT WE OFFER The County of Ventura offers an attractive compensation and benefits package that includes:
- A General Salary Increase of 3.5% effective December 20, 2026 and 3.5% effective December 19, 2027.
- Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree OR 5% for completion of a graduate degree.
- Bilingual Incentive - Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
- Annual Leave Accrual and Redemption -Employees earn 208 hours of annual leave each year, increasing to 288 hours after 5 years of service. Employees may" cash in" or redeem up to 200 hours of unused Annual Leave each year upon meeting certain conditions.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
- Flexible Credit Allowance - This is a biweekly amount available to Regular employees for the purpose of purchasing medical insurance from a group of authorized plans. Employees may also participate in the Flexible Spending Accounts which increase their spending power by reimbursing them with pre-tax dollars for IRS approved dependent care and health care expenses.
- Pension Plan - Participation in the County's defined pension plan. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS.
- Holidays - 12 paid days per year in addition to an annual floating holiday.
Under general direction, performs complex lease negotiations; formulates lease policies and procedures; provides direction and supervision to technical staff; consults with and manages legal counsel; supervises lease interpretations, maintenance, and enforcement; and performs other duties as required.
This classification performs a variety of complex negotiations in a multi-jurisdictional environment, complicated by a variety of legal and political issues and relationships. The incumbent is expected to have extensive and successful experience in commercial/retail lease and property management as well as financial/economic fields.
Agency Lease Manager is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.
Examples Of DutiesDuties may include but are not limited to the following:
- Prepares materials in support of a variety of complex lease negotiations, renegotiations, and modifications/amendments with numerous Master Lessees.
- Consults with and directs legal counsel regarding a variety of issues.
- May provide direction and supervision to technical staff regarding lease interpretation, revenue reviews, lease compliance/enforcement issues, etc.
- Analyzes required reports, financial documents, corporate filings, and economic statistical data, and prepares position documents for negotiations.
- Establishes and maintains a professional lease program designed to improve the profitability of the Agency with timelines and performance standards.
- Drafts and/or initiates a variety of materials, such as Board letters, contracts and agreements, lease documents and files, lease amendments, and correspondence.
- Advises the Director, Deputy Director and other staff on real estate and ground lease issues.
- Interprets and solves policy and procedural issues and concerns regarding master leases, contracts, and agreements.
- Organizes, plans, and supervises "Requests For Proposals/Qualifications" (RFP/RFQ) for Agency properties, leaseholds, concessions, and special projects and assignments.
- Participates in the marketing of Agency properties and meets with prospective lessees and/or optionees.
- Performs other related duties as required.
Typical Qualifications EDUCATION, TRAINING and EXPERIENCE Extensive education and experience which has led to the acquisition of the required knowledge, skills and abilities. An example of qualifying education and experience includes: Extensive experience in real estate management and lease negotiation, preferably in both the public and private sectors. The required knowledge and abilities can also be obtained by completion of a Bachelor's degree in real estate finance or development, economics, finance, or a related field AND five (5) or more years of experience in public and/or private lease preparation, negotiation and management.
NECESSARY SPECIAL REQUIREMENTS - Must possess and maintain a valid California driver's license; and
- Strong communication skills, both written and verbal. Skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
KNOWLEDGE, SKILLS and ABILITIESThorough knowledge of: principles and techniques of successful lease/contract negotiation; property management principles and practices of public owned facilities and land in a marine environment; commercial financing structures; principles of organization and management, and supervision; analytical processes and theory; and principles and techniques of time management.
Ability to: plan, organize, and supervise the work of others; establish priorities and adjust organizational activities as appropriate to meet deadlines; possess sensitivity in dealing with controversial issues, and maintain confidentiality of sensitive information; formulate recommendations and solve complex problems; use computers and software to create documents, spreadsheets, and presentations; work successfully with digital imaging and PDF software; analyze complex financial transactions; exercise good judgment and make effective decisions; negotiate and resolve differences; establish and maintain effective working relationships with lessees and other agencies; perform in a dynamic program with a multitude of legal and political issues; and communicate effectively both orally and in writing.
