GENERAL DESCRIPTION: NOTE: INTERNAL POSTING, OPEN TO TPWD EMPLOYEES ONLY. Under the direction of the Region 3 Director, this position performs highly complex (senior-level) park/historic site management work. Responsible for the preservation, safety, security protection, operations and maintenance of the Albert & Bessie Kronkosky (ABK) State Natural Area. Responsibilities include supervision of personnel, public relations and interpretation, customer service, accounting, purchasing, budget control, correspondence, park reports, safety programs, resource management and maintenance. Provides area and visitor security and enforcement of park rules and regulations. Responsible for volunteer development and coordination of partnerships to assist with park operations. Park Superintendent will be responsible for other assigned projects required by Region and Austin Headquarters. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Note: Salary range is limited to commissioned officers in the park management track prior to 9/1/2020, with no break in service. State Park Law Enforcement career ladder eligibility requirements must be met to advance from the base rate-of-pay.
Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited college or university with a Bachelor's degree.
Experience: Four years experience in (1) natural/cultural resource management; or (2) interpretation or education; or (3) general maintenance; or (4) public safety; or (5) promotions or public relations or marketing.
Two years experience as a supervisor or team leader.
NOTE: Experience may have occurred concurrently.
Licensure: Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.
NOTE: Retention of position contingent upon obtaining and maintaining the required licenses.
ACCEPTABLE SUBSTITUTIONS: Education: Texas Parks and Wildlife Department (TPWD) employees hired prior to January 1, 1998, without a break in service, and with a minimum of sixty hours earned may substitute two years of TPWD experience in park management, supervision or operations for the required degree.
PREFERRED QUALIFICATIONS: Education: Graduation from an accredited college or university with a Bachelor's degree in Park Administration, Recreation & Parks, Wildlife/Fisheries Science, Natural and/or Cultural Resource Management, Forestry, Biology, Anthropology/Archeology or History.
Experience: Experience in Volunteer Management.
Experience in Park Planning/Development.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of general maintenance and resource management techniques.
Knowledge of all phases of outdoor recreational activities to include remote area activities.
Knowledge of habitat management and restoration practices suitable for Central Texas
Skill in effective verbal and written communication.
Skill in public relations and developing beneficial relationships and promotional partnerships with volunteer groups and other outside agencies and organizations.
Skill in using MS Word, Excel and Outlook.
Skill in using hand and power tools, mowers, trimmers, chain saws, tractors, vehicles, generators and other mechanical equipment.
Skilled in First Aid, CPR and emergency procedures.
Skill in providing quality customer service in a courteous and professional manner.
Skill in planning, assigning and/or supervising the work of others.
Skill at making sound, timely decisions.
Ability to develop and maintain financial systems, accountability of budgets, purchasing, revenue collections, leased concession operations, inventories and agency property.
Ability to work as a member of a team.
Ability to plan, coordinate and implement large scale projects.
Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities.
Ability to work independently with little or no supervision.
Ability to conduct work activities in accordance with employee safety program
Ability to uniformly and consistently interpret and enforce state and federal safety laws and park rules and regulations.
Ability to work under stressful conditions.
WORKING CONDITIONS: Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays.
Required to adjust to changing schedules.
Required to respond to emergency and on call situations.
Required to travel 5% with possible overnight stays.
Required to perform work outdoors, occasionally in adverse weather conditions.
Required to live on-site in State housing with a monthly deduction of $295.25. Housing rate is established by oversight agencies and may change according to market value.
Must conform to TPWD dress and grooming standards, work rules and safety procedures.
Non-smoking environment in State buildings and vehicles.
